Civilian means, normal people and not a faction.....now let's see, normal people flying cruisers and BC in RP, doesn't seems right to me.

If you have Police ID mounted on your ship,
You type
/net all
And you will see in the house system, who is going where, in which sector and trade lane or jumping from which gate to where.
Then you type /showscan <Player Name>
Then you can see it's ID in the house system, eventually you can scan his guns, shields etc.
Poice ID means, LPI ID, RFP ID, BPA ID or that Kusari Police ID.
