Specifically, changing over to a system where trading currency isn't allowed as a means of paying the pirate, and going cargo-only. If he's losing cargo, he's losing much more money on that trip. If the pirate asked for that 10 mil in credits he'd be accused of making unreasonable demands. Now, the pirate is entitled to take, at most, whatever he can carry with him, which eliminates the idea that he's making an unreasonable demand.
Since the trader is losing more, and has to go through more physical steps to transfer the cargo to the pirate, I'm betting the trader will attempt to roleplay into giving a lesser amount, or putting more of his revenue into hiring protection.

Last time i did the numbers from the log, my approach of engagement, of attempting to leave just a little bit of my character in each encounter, has a 74 percent payment success rate, a 5 percent overpayment rate, and a 12 percent successful destruction rate.
I've netted 2 bil + over my disco career from nothing but piracy, and I have consistently provided top-notch pirate encounters to traders, miners, police, and freelancers alike.
I've had task forces and skype chats with my characters names plastered all over them; I once made the entire collective population of Omega 7 wet their pants in fear and go into overreaction mode with a single forum post to the Corsair Council.
I've inspired hope in some; seen as an angel of mercy, and inspired dread in others; an angel of death, according to the character, according to the roleplay.
And I tell you this: even the most lolwut powertrading fool there is will roleplay with you, if you give him a hook to put in his mouth.
We cannot, must not expect others to provide all the story; but instead provide it to them, and to ourselves.
Every faction, every planet, every player has that one narrative hook, to seize upon and exploit for a common enjoyment, a common story.
And you don't have to be original. I've done dozens of different schticks, but I keep going back to a few favorites, varying them according to the characters involved and their own motivations.
Ezio has his talk of duty, his talk of choice and puppets, his knowledge of his sins; Eichann his One True Path, his unwavering dedication to freedom of the mind for all in Dublin; Ian his loss, his pain, his hatred and rage of the world around him, his revenge left undone.
You do not need a half an hour monologue to portray your characters as something other than mindless automatons; indeed, it is the little things that people notice; the colloquialisms, the pressure points, off-hand references to internal thoughts, recognizance of your characters relationship with their parent faction; a hundred details of minimal value by themselves brought together into an experience they will not soon forget.
We are not merely playing a game; here, we forge art blended of words and actions alike; we must remember such.

Well duh. Making the hook about you is a sure fire way to lose somebodys interest.
You make it about them. Seeing how every faction is basically a mary sue of one trait or another it's not exactly that hard.
