Unable to Register[FORUM HELP]

So Yesterday, My Brother tried to register on the forums, and the forum said his IP/Email is that of a known spammer, and he is unable to register. He's tried 2 different Emails, and i've been in contact with an admin to check his IP, which is not banned either. We are both clueless right now, so i turn to the forum with the question, Does anyone have an idea on the topic?

Could you not use a vpn or a dynamic ip to change your ip whilst registering?

A while back I had a problem with the forum also. I was told that the forum is protected by Cloud Flare, so it might not be the forum's problem. I would suggest installing Hide IP Easy, then hiding your real IP and registering with your IP hidden.

Back in a day, i was able to register on the forum through a proxy, you can type "free proxy" in google, then connecting to the forum through the proxy and trying to register.

I am not sure of these steps would work, but at least you can give it a try.

Well....if you trust someone on the forum, you can ask them to register for you and then you change the password. I really do not know why you have this problem. Perhaps clear all your cache, cookies etc, restart router? ( small chance that is will help though)
