You know there it this one guy... that comes to get one bounty... gets killed... comes back after 4 hours... gets killed.... and so forth....so maybe after he dies 10times he gets one kill.... but it's a bit strange isn't it?

Very good idea....
And if any player that is on any bounty list wants to make his RP even better... he can delete his char when killed (3 times by 3 different players, and not all players just couple of them) and make new one... so news can be spread through Sirius that criminal has finally been eliminated... so there is good RP material for his faction and for player too ...

Great idea to delete/create new especially if the character is well known by the law enforcement forces. It makes the hunt more rewarding for the hunter (You are the one that killed Jesse james !).
Althought, a pilot can take an escape pod, go the hospital, so, up to each one of us to decide. I will accept the consequences if i am hunted and killed.

What about making new one while present sits in a prison for week or so? Also good RP material... and without consequences... Hmm?
EDIT: Player can go to prison after 3 separate kills from 3 different players...
(again, not all players just ones that want to develop their RP even further...)
EDIT II: Lawful ones too... killed 3 times and can go ...in say... captivity until ransom (smaller amount..up to 3 mills) is payed
The whole destroyed, escape pod, re-arming same char can lead to some great RP scenarios if the BH and bounty encounter each other again ( BH Random shows up on Pirate Bobs scanner , who promptly fills his shorts , runs like hell etc , yelling revenge will be mine ...erm....one day ? etc ) .
However the deleting a famous char could really add to the mythology of the server, as Oniros mentioned a couple of posts back . Maybe don't delete but leave dormant for awhile until they can return , like the villains/heroes who keep turning up after everyone thought they were destroyed !

What about not placing 50 million credits bounty on a guy who did damage of 2 millions? It just seems unrealistic. If I was an evil corporation (or just evil) I wouldnt place a bonty worth more than the possible damage that the guy can inflict.
If you were filthy rich, you would do that, to make an example for the others.
When others see how big bounty he got on his head, they will think twice before attacking that corporation.
Seems reasonable.
