Problem with Welcome subforum

I'm new here, and after 2 days my account has been activated by admin.
I want to say "Hi" in Welcome subforum but I can't create a thread, this page was shown http://i.imgur.com/awHpB4N.jpg
I can create thread in all subforums but Welcome. Any problems here?

Odd. I reported the same issue to a member of the administration team last week after I found that I was unable to post in both the "Welcome" and "Site & Board Feedback" subforums, and I'm pretty sure that the issue was resolved for both of those subforums at the time. Looks like somebody has changed the permissions for the subforum again since then...
