It is good to hear that us farmers are held in such a high regard still.
Of course we will allow you to send your team of engineers to our glorious station.
If I may inquire we do wish to know for what reason Samura needs Cape soya. Currently we are trying to maximize the output of Mamorus, Black dragons and Explorers.

We are also refitting our Raba fleet to accompany the changes made to the ship such as bigger weapons, power core, armor, etc.

We are also doing this for any Hogosha vessels and are offering our excess to them and the newly arrived forces of our glorious Emperor! Of course where ever possible we try to use other stations (Samura, Hogosha or our own) for refitting, repairs, refueling and rearnaments, so that we do not clutter up the construction yard of Cape Soya.

As for security we can offer a Raba to carry the engineers, a Hayabusa as scout vessel and a couple of Black dragons and / or mamorus as interception escorts. We would only have to know when and where the engineers will launch from so we can either meet them there or close enough but away from prying eyes.

Your queries are well founded and I am only to happy to respond.
Samura has taken an interest in making sure our new Emperor returns safely to Kusari and his forces are prepared for their campaign in our beloved homeland.
It is imperative that Kusari return to the state of well being that has endured for the last five hundred years.

Part of this policy is to secure shipyard facilities outside of the reach of the Republic's eye.
Cape Soya will be the second facility to join this list and make a wonderful first step in this endeavor.
To this end we will be moving two hulls there for fitout as well as beginning laying new hulls for use by the Emperor's forces.

This should not get in the way of refitting needs for your vessels and Samura is prepared to share that burden with you by offering some of our facilities for that purpose.
It must be said that while this is happening we would also need to upgrade and expand your facility for future proofing purposes
