You aren't wrong. It was working at some point in 4.86, but one of the updates broke it. When it was working, the camera would stay in a fixed location relative to your ship.
I think it was still pre-.86 during the .85 release of turret steering.
I don't do that much TS/TZ fighting, but when I do it, I often get into the situation where I get confused about whether I actually have mouseflight on or off. It'd be helpfull if the little arrows pointing to your cursor were visible even in TS.
(Though I guess it is also my own fault since I have the "YOU ARE IN MOUSEFLIGHT NOW" text disabled...I should look into how to enable it again probably...or was that disabled by the mod? I can't remember.)
It would really, really be helpful if the camera didn't turn all over the place. At the moment the camera actually turns against the direction you are turning, if you turn clock-wise, the camera turns counter-clockwise around the ship.
Either the camera should turn with the ship (fixed to the ship) or it shold not turn at all unless you turn it (fixed camera). I guess I'd prefer the latter, though I can see the problem also being that there's no 360° vertical movement.
I think my brain is already overtasked with having to
Turn up / down on one finger
Turn left / right on another finger
Strafe up / down / left / right with yet another finger
Backwardsthrust / Talk on TS with the 4th finger of that hand
Thrust with the thumb
Fire with one finger
Activate mouseflight / EK with the 2nd thumb
I think I need moar buttons on my mouse.
Anyway, going OT here...
I don't like mouseflight in TS, I prefer the "left mousebutton camera repositioning", but it's hard to do when your camera keeps going wherever it wants due to rotating against your ship's steering.
