Strange, but i don't.
Mybe I did not make my point clear, let me spell it out:
Why won't our Admins, when they see a big fight going on, take 5 mintes of their time and just observe the logs. I am not saying they have to do it for every fight, but a random check would do wonders. I am not proposing for admins to baby sit all the RAINBOWS people here, bu to merely do a surprise log check.
You say: "Report and proof." It takes all the fun out of the game, when you have to monitor every re-engaging player all the time. 5 day ban for re-engaging a-hole will do wonders.
Narcotic, it is not fun when you try to raid someone, trying to use tactics, etc and you get into a wall of re-engaging ships. The raiders can not land and re-supply to face never ending wave of ships. So, it is not fun. Pew in conn is not as fun as when you actually raid in game and try to follow the rules and loose or be victorious.
Where is the fun when your raid fleet kills 5 BSs, takes damages, uses up nanos/bots and then still dies to the same ships or players using different ships right away?

My memory tells me its called a global moderator.
And it doesn't matter if its a server or global or whatever. People look up to you. Mostly. So set and example.
Who cares if people reengage if it is still fun for both sides. Imagine a weekely event without reengagement rules. Just a massive cap-bomber-vhf pewfest without any butthurt that you had to leave because you were ganked or you dropped a mine too early.

The whole point is that your taking a risk for example raiding. No point in going when you will just be met with a wall of ships that keep coming back after death. Waste of effort and equipment, especially when your winning and they keep coming back and kill you in the end.
