The Recycler, nerfed or bug?

I'll post this here first in case this is an intentional thing but if not i'll post in the bug thread

Just went to get myself a shiney new Recycler and found to my surprise that it cant mount Nova torps or a SNAC !!
It used to, but not now.
Does anyone know if this is intentional ? If it is then *headdesk*

As well as mjolnir.
AFAIK, it's intentional. But you can sell Recycler with mounted SNAC for ridiculously high price.
