I officially propose that the lawful ID's that now contain lines about shooting unlawfuls and quasilawfuls that hang out near tradelanes be rewritten slightly.
Eliminate the line about the trade lanes and simply rewrite the OTHER line about them as follows:
Can attack any unlawfuls or quasi-lawfuls who are breaking the laws of (This House), and any ship which belongs to a house or organization which is hostile to (This House) within their Zone of Influence.
If the unlawful, by his mere presence, is breaking the law (for example, a Xeno anywhere in Liberty), then there doesn't need to be anything extra regarding whether he's sitting by a trade lane or not. If a Junker or Zoner isn't breaking the house law by his activities, then he should not be arbitrarily attacked by a lawful just because he's USING a trade lane.

This could be really great, it might encourage in capship players to look up their house laws, which could lead to them actually learning how to do some decent RP.
Though, we should have a rule in place where we can sanction players that make up rules, or who try to kill people without proper rule justification.

That falls under 6.9, and is basically the same violation as people demanding random stuff as contrabands. When the ID says stuff like "laws" and "contraband" it means the actual laws and the actual contrabands, not whatever people would like to make up on the go.
