It can improve immersion by making an otherwise devoid, barren system more lively by making every inhabitant player acknowledged to one another,
But it can as well act in contradiction to its purpose and shatter what little immersion there is by manifesting into a bitter annoyance. People who'd like to RP will have their chat flooded with other messages ( be them inRP or ooRP ) and thus, unable to distinguish and properly follow their conversations as they are swallowed and dug beneath.
There are also those that'd like a more... intimate approach to their RP. You know... going in a secluded spot and chatting there unobstructed, the existence of just the system chat will shatter what is called "intimacy" in RP. And you cannot add everyone in your group, as far as I recall, it's against rules to add hostiles in a group.
Those are my opinions. Personally, I am against such an idea mainly because I fear it will act in contradiction to its original purpose of enhancing immersion

Thanks for the input, I suppose the above is the point I am probably thinking about, this excludes the new players and draws upon a dwindling pool of "intimate RPers" as they leave.

The actual idea is great, why not.
But better don't look at activity, at least, not yet. Thanks to you-know-what, it still will probably be below average. Hope they will finish it all fast enough, otherwise, risk to lose many community members will be high.
Aside from the fact that unless something specific is happening there are a tops four people in a system at any time.
Also, the reason why I think having people realize "oh, some pirate is somewhere pirating people" is a bad idea..
The pirate will become a lot more impatient.
Because he no longer needs to guesswork if you're one of those people with a bajillion OORP friends who'll call on someone, break immersion, etc to avoid being pirated...
Or if you're actually posting.
He knows the minute he makes a demand, someone's about twice as likely to show up, because they can see it happening.
This just puts more pressure on people who aren't fast at typing.
Or nervous pilots afraid of the OORP gank squad.
