It depends on the AI you're facing still.

A lot of them don't know how to play their own Civs, but a -lot- of them were revamped and upgraded, and actually can be challenging. With the last release, some players went down onedifficulty level, and others went up one step.

Zulu is a frightening AI to face.

EDIT: All of the AIs are still too dumb to manage naval fleets though.
