I hope you'll apologize for the lack of formality in address. This business is of an eager nature, and I would like it heard forthwith. I am Mansel Alcantra-Contari, a Commandante of the Contari Lance and member of its honorable namesake.

Malta and Bretonia have had somewhat of an arm's length relationship, and we would like to keep it that way for the time being. That being said, we understand Bretonia is under immense pressure since the Gauls thrust their way into your sovereign territory. I have personally had the opportunity to observe the barbarity of Gallic military operations before their imposition in Leeds was complete, but it would be ignorant to say that those of us who encountered the occasional Lynx or Cougar in Bretonian territory did not understand that those same ships might be seen in Maltese skies sooner rather than later.

To that end, some of Malta's great families are attempting to organize a part of their forces for heavy reconnaissance and combat operations in Magellan, Leeds, and surrounding systems. Those who choose to participate have the foresight to recognize our most pressing threat, learn more about it, and attempt to end its sickening, reptilian crawl through the sector.

Though I will have more information shortly, I wanted to reach out to show our respect for your sovereign territory as we certain hope you respect ours. Malta's forces will likely fly many banners and many ships, but we will retain uniform identification credentials. Of these ships, some may be capital-class cruisers and battleships, though I doubt we can field more than a small number of either. I simply ask ahead of time for our presence to be permitted safely within your space.

In addition, we understand that there are certain allies of yours that are surely ill-fond of us. The feeling is mutual, and while we offer what we can out of respect to the good will Bretonia has shown us, our own good will does not extend to others unless they ask. We know that our ongoing conflicts with the Colonials, the Independent Miners Guild, and the Liberty Navy, for example, will continue, though we recognize a greater threat to us all at this moment.

Let there be no doubt that we cannot field a fleet for Bretonia to fall back on, but let there be no doubt that we share the same desire to preserve our home and our families as you do, and that passion exists alongside yours in these troubled times.

If informal introductions have been started, I feel I can withhold the full bearings of representing Her Majesty's Kingdom. I am Hayley Winchester, and take care of the various relations the Crown and Parliament have.

We in Bretonia do wish to continue our cooperation in our mutual interests, which in this time of conflict do centre rather closely around Gallia and its continued push through our Kingdom.

Before the Fall, communications were held with your Council of Dons. Since then, as we've heard, it has been disbanded, reinstated, been the cause of a civil war and disbanded a second time. If rumours are to be believed, the Contari family is a holder of great power in the Omicrons, but are you representing the Maltese Nation or only yourselves here?

I will take a little time to remind you of the current standing and permissions:
Station defences, jumpgate weaponry and pilots ranging across corporations and our lawkeeping forces have become used to the peaceful presence of "Outcasts" as the view that was previously held. As long as this continues, smaller Maltese ships should have no trouble during transit through Bretonia while they remain within our other laws.
Cardamine for personal survival is allowed in up to five units, but any slaves cannot be brought here.
If you find yourselves available to assist against Corsair, Gallic or any other applicable attackers, our own pilots would surely appreciate the assistance.

I cannot speak for our Admiralty, who are currently discussing an amendment to the current treaty concerning capital ships in particular, but I hope this has been helpful as an indication of our mutual positions.

As the foolish civil war within our homelands has come to an end and the Gallics strike once again into Sirius, the more patriotic Maltese such as myself and Alcantra have agreed that setting aside our differences to defend our nation as a whole is now necessary to our survival, not money nor land. Thus, I proposed to him a plan to unite as many willing Maltese families under a single banner as possible to create an effective and mobile strike force for the sake of harrying the already strained Gallic forces and taking the pressure off the BAF and her comrades. Of course, we are not doing this out of the good of our hearts but rather out of necessity - squabbles must be put aside for the sake of our freedom from Gallic tyranny.

On behalf of the Government of House Bretonia, I am approaching you with renewed treaty, considering the capital ships of yours sent to fight Gallic Royal Navy in Bretonia space and the nearby systems. As you may be aware, Bretonia and Liberty have a strong relations tied with an alliance. Our mutual cooperations are nearly unlimited, especially at this period of the History - where our common enemy - Gallia - is threatening not only our existence but also theirs. I am telling you this fact in order to present our current stance and that we would always backup our allies.
You are speaking about setting aside our differences in order to defend each nation. I assure you - we share same opinions about this matter. That is why we have prepared a short list of "expectations", you may call them part of a small treaty as well. They would be necessary in order to improve our relations while being together on the battlefield.

Renewed Treaty for Military Cooperation between Bretonia and the Outcast High Command:
1. Approved by the Outcast High Command MNS capital ships may enter and patrol freely in: Newcastle.

2. Approved by the Outcast High Command MNS capital ships may enter Magellan to fight the Gallic Royal Navy, if their vessels are spotted in the vicinity of the system.

3. The Outcasts and their trusted MNS capital ships are not allowed to enter deep in to Bretonia space without the knowledge and permission from the Admiralty board of the Armed Forces.

4. Any Outcast that is not following these terms, is opening fire at the Armed Forces vessels or is turning his actions in to an act of piracy, will be treated as criminal.

5. Any Outcast that is about to engage ships carrying the Liberty Navy flag in the presence of the Armed Forces, will no longer be treated as a neutral party and may be fired upon.

You were talking about a plan to unite as many willing Maltese families under a single banner. That would be of great assistance and also - would represent your stance on the field more clearly. We are looking forward to hear good news about this project of yours.

To the Esteemed Lord Jarrow,

I appreciate your attention to our mutual cause, and I apologize that as our own internal issues have rendered former negotiations on capital ship use stale, it is certainly of interest to continue discussions.

Though I can only speak on behalf of the Contari Lance and those Outcasts who choose to join us in our endeavor, I have nothing for the deepest respect for your terms and underlying concerns, and I can assure you that those among our ranks granted permission to captain our limited heavy craft will be held to those standards. As a point of negotiation, perhaps, and clarification certainly, I would ask consideration of the following points.

First, protecting “deep” Bretonian space is a legitimate concern, but a clear definition makes enforcement simpler should the need arise. Of course, we will do all that is necessary to see that it does not.

Second, our current relationship has been brought about by mutual conflicts with both the Gauls and the Corsairs. We would like to offer assistance on the southern front as well, if need be. Though we will be making full use of our assets in Newcastle to maintain our forces for movement into Magellan, Cortez, and Leeds, we would request permission to traverse New London for the express and limited purpose of countering hostiles in Omega-3 or Cambridge. We will, of course, also do so outside of your trade lane network to give full priority to Bretonia’s military and civilian operations, and we will avoid all combat operations within New London itself unless asked to assist by Bretonian Armed Forces members with appropriate command clearance.

These are suggestions that we hope the Kingdom may consider, and I look forward to a day where the sight of Maltese banners will hearten your troops in their efforts.
