It's (surprisingly) legal in Liberty. In Bretonia, it's legal for "friendly" and allied factions (indies included) and Junkers. I don't think Rheinland cares, and I don't think anyone cares about Kusari.
Because Liberty has more ship bans than any other house, as far as I can tell. Combine that with having, let's be completely honest, exactly the same people associated with it as the Pirate Train, and I expected it to be on the same list.

Nope, at least not in Liberty. Now I mean...if you're flying a Pilgrim Liner with contraband cargo in it, oh yes you'll run into trouble.
Or if there's a log of you carrying contraband cargo in the past, but you're empty when the lawfuls catch up with you, and you're in a Pilgrim, you'll get into some trouble, but again, it won't be for the ship.
