When I first started playing on the server, someone demanded 20 million from me, when I was flying a Camara, what an (insert offensive word here).
I would suggest adding something into the rules that says a pirate cannot demand more than x% of cargo value, unless the demand is less than x milllion OR they are mining valuable ore/gas etc.
Reasons...
A trader might be carrying less than 3 millions worth of cargo, but a pirate can demand more than cargo value, as the trader may lose out of future income because they can't re-enter the system.
Also, a trader that dies, should exit the system immediately without buying more cargo, they're supposed to be dead/podded (or whatever), in any case it doesn't make sense inRP for a trader to be able to buy more cargo in the same system.
Miners can be pirated for a hell of a lot more than a trader, even if they're empty, because they need to stay in that system to continue mining, and are banned from it if they die. And Ore is worth a lot of money.
It's unfair to demand more than cargo value, because they trader is not going to pay, and pirate is probably a lolwut.
If a new player is unlucky, and encounters a high percentage of lolwutpirates, they might just leave, because it doesn't say anything about this in the rules, and they are not aware of any "unwritten rules".
Anyway, my main question is still, what constitutes an unreasonable demand?
Unreasonable is demanding 1bil in money.
Unreasonable is asking 5mil from a level 30 character.
Unreasonable is asking a trader to kill themselves in some fashion.
Anything that can be viewed as baiting people into becoming a blue message.

Yes, because pirates shouldn't have the freedom to make as much money as they want like the trader does.
The demand is unreasonable, you refuse to pay and end up dead. What do you learn from this? Bring an escort.
People come in many colours, greedy pirates are no exception.

I don't even trade any more, I mostly play pirates.
And a trader cannot make as much money as he likes, he's limited to his cargo size and ship speed, max is around 40 million last time I traded.
Piracy has never been about the money, it's just a nice bonus.
50milordai is acceptable?
Also an escort is not much use, the pirate, in most cases can take out a transport before the escort takes him out, and also trading is about making money, time is money, you double your money/hr by having two traders in convoy, rather than wasting time with escorts, obviously you'll pay more to pirates when you encounter them, but having double the income/hr more than makes up for this... big time.
5ker? Maximum of 5mil credits.
3ker? Maximum of 3.
500k freighter? a max of 500k credits.
Double that for ore transports.

You agreed with me in your post essentially. Traders are only limited by the limits they impose on themselces; ship, cargo hold, cargo bought and the route they take. Sure, there's a penultimate limit, but that's the same as how you (as a pirate) wouldn't charge something ridiculously high that would conflict with player morals and ethics. As spazzy said, you wouldn't pirate 1 billion. still, with trading and mining, you're free to make that same amount of money over and over. Same applies to Bounty hunting.
What you suggested, was that the freedom of the pirate would be restricted by the server/admins.
Having thought out escorts can help you. Couple of gunboats with solaris shouldbe able to fend some pirates off nowadays.
As a guy that plays pirates a lot...at the end of the day Transports are OP and can very well defend themselves against you, especially if you're alone.
Couldn't agree with this more, they are way too OP now (not sure if this was always the case).
A transport should not be able to kill a bomber, and this has happened to me a few times, (when they were cheating by using macros to chainfire Charons), or even with those high refire transport guns.
OP? Wow, I don't think so, I always felt realistically they are way under powered, If your job as a trader is to transport expensive goods and that's what you want to do as a career in this game, you would think it would be in a ship that IS capable of defending itself, the only really decent large transport is the Junkers Salvager because it gets 1 gunboat turret.
I don't think one solo pirate alone should be able to pirate a transport if he is not in a gunboat. Maybe its the train robbery movies Ive seen or whatever, but wow I couldn't disagree more, but that's just my opinion
