Official player factions cannot, under any cicrumstances, require another player to follow non-canon RP if that player doesn't want to.
All factions created are unofficial until they reach officialdom.
Officialdom is achieved via an application. The application will be reviewed by the administration board and then you will be granted officialdom. More info can be found here.
As for non-canon RP.
An official faction has authority over where it wants to take its faction. For example, currently the Red Hessians are at war with the Corsairs.
Your group cannot butt in and suddenly start diplomacy between the Corsairs and ally with them, that is against the current RP set by the official faction and is considered "non-canon".
The official faction can however, try to start diplomacy because they have the authority to dictate their faction's roleplay.
Fair warning: Making a faction official is a tedious task that requires effort and good roleplay. Also, there is a ruling that there can only be one official faction per NPC faction. If you want to make a Red Hessian official faction, you have to compete with the current [RHA].

Anything in this section has to be inRP, as well as some faction threads (which you should be able to tell from the existing posts or a thread tagging it "iRP" or similar). Outside of that it is ooRP discussions of the game or other things.
so how do I go about doing rp on the forum once I post about our red hessian UNOFFICIAL faction. or do I need to do forum rp at all. I apologize if im being a inconvience im just trying to understand so I can try to get this faction started. I guess the biggest thing I don't understand is what is forum rping and what is its purpose. I more understand server rping over forum

Forum RP is highly recommended but not mandatory for an unofficial group. It just gives a bit more information on your faction and its relations to other factions.
Forum RP is there...well...because this is a RP server. We RP for fun and interact with other groups. It's like asking why do I eat fish and chips, I like eating fish and chips.
A good start would be to start writing up a backstory to your group, how was it made? What are your aims and what do you do? Look at any other faction information page and you'll get the idea.
EDIT: Seems you've gotten to it already, you've got the hang of it.
