Probably another dumb question but, does Sirius Unlawful Ships just mean UL chars can have it or does it also mean its a illegal ship that will be attacked by all police?

Those ships are illegal and banned by law. Lawfuls will remove you from House space, fine you, or kill you if you fly one. No one can fly it legally where it is banned.

Only in Bretonia now. Hessian bases are selling the Ptrain and that makes it "pirate made", thus banned under Rhenland Law article two section 2.2.3:
"§2.2.3. Equipment and ships that belong to terrorist groups and criminal organisations such as Red Hessians, Corsairs, Bundschuh, Landwirtrechtbewegung or Unioners, as well as foreign pirate parties, defined in Article 6, paragraph 1."
RFP is beginning to enforce this. So the only House that allows Ptrain legally for Junkers and IMG only, is Bretonia. All other pirate/unlawful ships are banned in every House.
Suggestion: get a House battletransport, they are considered civilian, though Junkers have 75% core with them, or a Luxury liner, it has no nerf with Junker ID (it is wise to back it up with some RP when they ask why are you hauling ore/scrap/etc with a liner).
As the one who wrote that part of the Bret Laws, the exact quote is "unless flown by friendly, allied or Junker entities", which includes GCs, Privateers and some corps using them at 10% for RP reasons.
Technically the IMG aren't allowed to, given they are only listed as neutral. I believe they have some very old permission to fly it in Gallia though.
They are on the Wiki, yes. Battletransports are 4.2-4.3k cargo transports with a large number of guns, but are usually big and slow. The Shire, Bison, Akegata, Uruz and Shishapangma are in this category.
ShadowTek, please read the Junker ID wording again, it is limited to 4300 cargo now (finally), so the Luxury liner is viable. Though I don't really like it, it is very hard to fly. I don't know how much nerf the Bretonian liner has with Junker ID, probably also 75%.
