Freelancer IDs have a line that allows them to attack any ship in order to defend a ship that is allied or neutral to them, so that is a free entrance into most engagements.
pirates can kill anybody because they feel like? -> NO
... is there anybody except wilde, nomads, isejin who can kill anybody because they feel like? -> NO

This shouldn't be allowed, if a Civilian sees someone being mugged in the street, they can't just shoot the mugger dead without consequence.

Actually it says "allied or friendly" - although with freelancers yeah, that can be pretty much anyone.
He may have been working a bounty. Under the old rules they did not have to state it (I even had one lie to me that he wasnt) and I havent seen anything in the new rules about it either.
