That's something else I've addressed elsewhere, actually. My current intent, and I believe Kazinsal agrees, is that anything implemented for VR/NO is to be given over to someone else should we leave - who that is depends on what it is, obviously, but the idea's that we don't want any of our potential toys to collect dust if we're not around.
We want to add to the public, not just get more things for us and us alone.
As someone who recently returned to discovery and has only ever played as a VR character, majority of stuff is new to me, player bases and gallia to name some. I like the idea of a freelancer(for now) base as somewhere permanent, it would be nice to have something else to look at on patrol and somewhere to dock without risk of it being destroyed by someone gone mad. Plus placing one down increases the chance of roleplay happening more and more in the system. Now I know some people think it's a bad idea because they think it'll be forgotten about in 6-8 months my question to you is, what do you lose? 6-8 months of good roleplay and stuff to do and activity that will open up the system and more than just VR will be in it so there's going to be other stuff in the system all it takes is somewhere to start.
Ok, I'm in VR, so I'm kinda biased, but I approve the idea of an NPC base. Kansas will never be anything similar to a "guard system", we plan to have plenty of guests and a lot of trading traffic. We like to have lots of people around And of course, given the nature of the Natio, the continued existence of the VR is not a requisite for the continued existence of the stations; our civilians wouldn't leave the system and their homes because their paramilitaries vanished, they'd just hire someone else
Doesn't really work for our first base, though that is a place I was thinking of sticking a POB (because it's fun to make my minions cart materials all over the place).
We've been RPing a colony on the planet, and a station orbiting the planet would be the obvious first choice.
I heard that someone implemented a feature that allowed people to do this for themselves. While I heard plans, I don't think I ever saw a Natio-affiliated PoB.
That being said, a small station over Wichita would not be out of place but it should not overstate the relatively short time you have been around, nor the lower level of resources you have compared to many older groups. Think of it like a fine cheese, you have to let it age for it to get better.
For one thing it'd be annoying if the wannabe Colonials got a dockable planet before we did

It's entirely too unfortunate that the POB system is horribly broken in several different ways. That said, I need to submit some patches to amerelm...

Already addressed that in an earlier post. We're not trying to get the planet dockable for a while, if at all. Besides, you could just evict the Miners from Pecos.

Uh... no. Closest I can find is someone saying that because Gallia's supposedly getting condensed, we can repurpose one of the base entries in the mod files - but it wouldn't be a VR base in Gallia.
