By decree from the parliament, an embargo on Liberty borders will be effective within a few hours.
While ships coming from Liberty to Kusari won't be affected by this embargo, ships moving to Liberty core space won't be able to move the following commodities :
H-Fuel
Helium-3
Light arms
Side arms
Military vehicles
Marines
Nuclear devices
Munitions
Plutonium
Helium-3 will still be allowed to be moved by Kishiro and Samura keiretsus, in limited quantities.
The Admiralty would like to make it clear to the personnel of the South Quadrant fleet that opening fire on Liberty military forces is expressly forbidden, unless :
In self defence. In that case, the personnel fired upon must make sure their recording devices are online before retaliating.
Liberty Military forces are found in Kusari core space. Note this area doesn't include Independent Systems such as Kepler and Galileo systems.
Under no circumstances the South quadrant fleet will be allowed to enter in Liberty space, until specified otherwise.
Lastly, the Admiralty would like to remind their personnel the Tokubetsu-keisatsu-tai will be closely watching the South Quadrant fleet operations. As investigator, prosecutor, judges, jury and executioner, its personnel is authorized to commit field execution, if deemed necessary.
As result of a recent decision made in the parliament, the embargo is hereby lifted in its entirety. We feel that our point has been made and there is no reason to hinder the trade between Kusari and Liberty any longer.
