In general there should be less battleship like bases and actually the opposite, the presence of house militaries that are the target for criminals ( Hessians, corsairs, wilds) and share the willingness to do fair fights...

Lemme draw a diagram, as I meant something to wedge directly in front of Cambridge and Stuttgart:
The two buffer systems would be pretty small, they would simply act as seperators between the houses.
Though, we could blast away the jump gates and make it so that o7 and o3 are only reachable via systems like o9.
Lyth, O3 and O7 already are buffer systems, no need to add more. We need less systems in the game, not more. What could be done is even further lengthening trade lines.

I'm addressing how the Omegas need to be less lawless, via reducing the zone of influence of law enforcement.
There were BAF NPCs in O3/ RM NPCs in O7 even in vanilla, they feel they're less lawless because pirate factions have real problems with activity, as the entire server.
It's not because navies are even there, but because there are no pirates.
The problems lie with the player pirate activity, not the BAF and RM presence. Port Talbot was a magnet for activity when it was created(primarily because there was more actual forum and in-game RP going on around it in comparison to other bases).
The placement of the bases is not a problem, the amount of lawenforcement is not a problem. It just does no longer pay to play a corsair or a hessian. With the limited amount of traders, equiptment nerf and the amount buffer systems that were added everywhere for "tradebalance".
Not a lot has happend in omega 3 incomparison to earlier updates, its just the obvious badguys that arent enjoyable to play anymore THATS why the omegas feel less lawless...

Well pirating shouldn't be easy and it shouldn't be "Ok I'll get on the lane and get a trader every two minutes" but the whole buffer systems tradebalance thing, you are right.
But I think if we change the current draining of mining fields, this wouldn't be a problem.
