Is there any chance to get it in the near future if at all? I am sure i don't need to repeat all the pros and cons of having one at least for individuals.
Yeah. Instead of repeating the pros and cons, we could think and talk about how such a thing could actually be implemented.
Someone creates a bounty ingame in a way similar to the way the /setinfo command is done, and then it appears at certain stations?
Like,
/bounty name Badass.Pirate
/bounty reward 2000000
/bounty number 5
/bounty faction DSE
/bounty info Badass.Pirate is a horrible no good bad mothertrucker who smells like dogpoop and I want him dead because he insulted my hood ornament.

Bounty was accepted and will be posted on all DSE stations. Reference number 1234567.
When a bounty hunter reads the bounty and the reference number at a DSE station, he can type
/bounty register 1234567

Then every time he gets a blue message the server checks his registered bounty numbers, and gives him the bounty, and counts down the number of bounties that can be claimed.
Seems possible judging by the plugins that are active now, but a lot of programming.
Maybe some parts of the posting and registering of bounties could be made forum bases instead of ingame based to make things easier. Like instead of typing /bounty you make a fillout-form for the forum that does that stuff.

this plug-in already exists, albeit in a slightly less advanced form.
i'd recommend having ALL the cash removed off the player when they submit, or else i can bounty my alt, move all the cash to the alt, and then F1 the alt in space and log a destroyer to kill the starflea, which i could do 500 times at 100million a time.

Then this is just a bad plugin. An automated bounty plugin needs to take cash from the poster and add it to the killer. And also have a registration so the poster can chose who can take the bounty.
I'm still against automated bounty systems. It sounds well on the paper but I foresee a whole lot of troubles dealing with which is neglecting the positive side of the whole idea.
I once tailed a pirate and would give him 5 million credits whenever he killed a transport via using the anon prefix. At some point, he started demanding not3 million but 10 million credits, just because he thought that the system was automated and thus did not differ trader from fighter.
Current bounty system is flawed as hell, but forbids anonimosity and still has some human interaction in it, even though it is via forums.
Automated systems, especially for blanket bounties, do expose the bounty hunters themselves. You would not got around hunting level 30 and posting it on the forum, would you?

The way I posted it was meant exactly like this. You offer 2 mil per kill, and a total number of 5 kills are payed for, so the thing automatically deduces 5x2mil= 10 mil.

With an automatic system I'm guessing player level can be checked in the plugin. With a forum based thing, you can actually take screenies without revealing the victim's level. I believe those who made most money as mercs/bounty hunter actually operated like that... target unsespecting noobs with instakill SNAC-in-da-back.

Hmmm, in theory that can be done. I know that the restart plugin checks your character in order to prevent it from restarting with money on it. However the question remains simple, does the game check the actual 'rank' of the player and if it is an actual entry somewhere, which can be read? Or is it just the overall amount of money on said character.
I suppose the easy way to check is to give a new character a mk8 armor and see if it can restart with it.
