I think Devs/Admins/Jinx are meta-gaming every Zoner to take away good players ships. If you weren't I think at least one of all the possible solutions presented in this thread would be considered. There are better ways than hacking up Zoners with a rusty Ax you know. And don't get mad if now your VR's RP is being examined a little more closely. You should expect it.

You need to revise your definition of metagaming. Metagaming can only occur within the gaming environment. Work that developers do to change the mod is not meta-, power-, or any kind of gaming at all: it is development.
Kaz, I only wonder two things really. One of them is that on what basis you might think outcasts are allowed to just hand out zoner technology without any attempt at powergaming. The other is that if it's really a coincidence that Jinx and the dev team finally manages to push through a change for a multi-year old issue this shortly after you were not given a piece of zoner tech you wanted so much you went beyond contacting zoners themselves, and looked for their stuff elsewhere.
I asked the outcasts, having seen CL corvos. Their response being "yeah sure" is not *me* powergaming, if it's powergaming at all.
And yes, it's a coincidence -- the project has been in the works for quite a while. Besides, Hels are much cooler. Those engines... rawr. I have nothing against Zoners, nor would I have anything against Zoners having capital fleets if their lore allowed for it. Unfortunately, the Zoners are not a nation, or a faction, but rather a label for those groups and individuals who exist outside the confines of the houses and their governments. And trying to maintain a fleet of battleships without a central authority and a whole network of shipyards and defense contractors just doesn't work.

hmmm... I dunno. They seem to be doing RL stuff that effects INgame players against their will without any real consultation..... seems pretty meta/power to me. But I use a broad definition.

Livadia Shipyard, Corinth, Sparta, and even Bethlehem has a shipyard attached to it. But you seem to like to pick and choose what actually exist.

They're even explained in the server rules:

In other words, you can't accuse Developers of gaming inappropriately because development isn't gaming at all.
