Nobody's forcing anyone to fly through Kusari, and I wouldn't expect them to throw a fit for transports moving through (Unless they go to Keplar, but that's what jumpholes and nebulae are for)

Pretty much everywhere in Sirius. Omicrons/Sigmas as a staging point for the bulk of the fleet, independent systems for trading and stuff, occasional visits to house space with small transports for supplies
