I have been stirring up the hornets nest lately. It seems to at least get some people moving around the planet. Manhattan is pretty bad but once you get a few outcasts in there it clears up pretty nice. I was doing this last night killing a few indies (one who reengaged 6 times, sorry I didnt get a screen of it) and pushing some random SA and LPI guys around. One thing, if I am RPing one of my characters Cardi withdrawal fueled ravings, dont call me a PVP whore. I nearly always give a chance to run weather I disengage of a few seconds or actually come out and say run. Most of the time its the idle chat brings me out, so I come give them something to do.
You can engage in New York in a fighter with all the indie caps around (usually I am getting chased by a couple cruisers) Just dont stop for any reason. Most of them have no idea how to fight a fighter, or any other ship for that matter, they just want the biggest ship they can get away with.
This has been an effort by myself and a few other Pirates to clear up the place. When it is sitting nice I go about my business charging 5 units of boron food and engin components to pass... Have to keep the junkers happy somehow.

The incidents are easy to screenshoot and are simple enough. And since the powers would be endowed to a relatively few people, the abuse of the reporting powers would be easily noticed. Anyway LPI and SA should use common sense and judgement case by case.
And give other official house police the same authority.

That really doesn't spread the population, though, it just moves them away from Manhattan. There are still 44 people in New York, and still 14 LSF/SA/LPI in the same system...
I think that all these campers are learning from the example of the LSF/LPI/SA. Like I posted in the "where are the LSF/SA when you need them" thread, we have to show them how to RP correctly, otherwise they'll all just sit there because they think its alright because the LPI/LSF/SA are doing it too instead of policing populations everywhere in Liberty, they have 2 or 3 people at every trade lane link in New York...
We have to show them what the parking laws are about, why they have to move, and what RP is. We have to spread out LPI/LSF/SA patrols to all Liberty systems, and for the SA, the independent worlds too. If we do that, there is 1/3 of the people out of New York already, and the others should follow suit because no official faction members are just sitting around in the same system, they're all spread out RPing. After they learn what RPing is, then they should start moving around by themselves, and if they don't want to RP, then they'll just leave because this is an RP server...
But I still like the Ban Hammer idea too.....

I like this idea a lot. We should have representatives of the Bretonian factions come to Liberty to drum up some support for the Brets. The QCR and QCO could try to get some new recruits to help fight in the war! And the pirates could try to get some people too, obviously. :)
Ideally, the Navy and LSF would start a bounty fund against those strange people who have stolen their ships. Rheinland and Kusari don't seem to have their ship theft problems.
