Think about it this way: More labor for unemployed Outcasts! And yes, I did just threaten to blow up the Junkers. After all, we can replace the distribution apparatus with something much less unruly. It will take a bit of work but in the end its one less person we have to pay, ne?

We would have standard Junker allies and enemies and fly mod allowed ships. Nothing new there. Obviously we would develop alliances/hostilities with player run factions as the situation required.
As to aggression, here's what I meant:
Had a lane hacker stop a Junker character. That particular LH faction had an RP agreement to allow free passage and trade for one another. The particular LH decided that "didn't count for him" and set upon my freighter with his bomber.
I had no Junker network to call for help with and obviously can't muster a rousing CSV counterattack on him with another char. I did have a deal with a LR but obviously couldn't ask them to attack the Lane Hackers.
In fact, if we had a conflict with any of those allied with the Outcasts, we would probably expect no aid from any of the allies in that group. We would be on our own.
I have had a few edgy moments as a Junker with a couple of Corsairs--the potential for one-on-one strife is there. Outcasts I have gotten along well with. Yet an individual on a given day could push things. Had an Outcast try to pirate my cardamine freight in Alpha once as another example.
The ability to respond to things like this is what I am referring to. Not declaring "war on the Outcasts" or "War on the Corsairs". I think a lot of our "official" warships would simply be eagles, collectors and civilian bombers.
Junkers "being on their own" is fine but they have a home system, shipyards, stations throughout Sirius and standard fighter and freighter designs--some advanced alien technology--plus relations with all but one of the most powerful houses and faction groups in Sirius. That can't be the result of a bunch of guys having nothing to do with one another and hauling scrap metal in second rate fighters.
It's also unfair to say, "What exactly are you going to rp?" It's simple, Junkers--working together and helping other Junkers. What we do in the day to day and the ideas we pursue outside of that will be individual rp decisions of individual players.

One thing I would change though, your "Base/Station Adjudicators"...why don't you assign one guy overall, one guy per house including Corsairs/Outcasts (maybe a guy for Kusari...invasions and such) who deals with each House, and then one guy per base to help new people along and deal with things on a local level. Just my thoughts, shove them around if needed.
Edit: Seems the Junkers still need to pay their bribes to the Sirius gods to grease the wheels and make people happy...
Actually, we DO want to work RP politics with other groups in--but want to keep it simple to start. The base adjudicators are sort of like colonial governors appointed by Kings in the old sailing.colonization days. they will have some things they can do.
Well this sounds like a good idea to me. You can count me in. I have a feeling some people feel that Junkers should just float around in space until they need something to shoot at and I am tired of seeing our people used for target practice.
