What you may or may not realize is that those two points were added as part of a long-overdue process to regulate PoBs and help prevent unfavorable/troll bases from popping up and upgrading to Core2 and Core 3 overnight, making them much harder to remove. This is a nice, player-driven method of policing and preventing this from happening.
Do you have a real alternative to fixing it, or are you just mad because someone keeps blowing up your base that you're nothing bothering to try to actually RP?

This can be fixed by the Admins actually looking and inspecting a base before giving even a core2 upgrade permit. The base owner should submit a purpose for the base. If the Admins see the abse would be harmful for server roleplay (JH blocking troll base), then they deny the core2 upgrade, and the base cannot be upgraded, giving an easy target. Also, if the base is later changed in a way that it harms server gameplay (they suddenly build 8 WPs to block and NPC base or something), they should send a warning to the owner (the forum name of the dedicated owner should be provided in the core upgrade template), to change things. If they don't comply, base goes poof.
With the current situation, no matter how hard you RP, you can make an agreement with all relevant official factions to leave your base alone, and still, a few indies show up, stating they do not care what the officials say, and kill the core1 base. A new base is almost impossible to be built now, unless it is hidden up/down the plane, or it is in a desolate system people hardly go into.
This conversation can be serious despite being in Flood, or if it is in Flood, people must treat is a a goof or something (I did not realize it is in Flood at first either)?

RP required before making a base > Less troll bases popping > Less problems.

Require RP before making a base and destroying it in every case. Exactly what's been said in the first post o.O
Also, nobody blew up my base yet. But there are people who are sad and emo because someone did.
Well, as I said I already wrote the reply when I noticed it is flood, and I did not want to delete it. Maybe it would be good to discussed this more seriously elsewhere.

Then when, say, someone destroys someone's else's base and it wasn't RPd or didn't have a thread in POBs subforum, then it's justified, but when that base was registered in POBs subforum, then slap that guy in the face because that's not cool.
