1. I believe that TLs and JGs in Omicrons are a bad idea because it's a House thing. Omicrons (and other Sirius backyards) are designed to look like it's a wild place where is little to no civilization present. There is no good reasons for TLs to appear there at a time. And in fact we were doing just fine w\o them in before. It's just a matter of SYSTEM DESIGN WHICH IS SCREWD (I'M TALKING ABOUT OMEGAS ALSO). *cough*
2. Gallia is a thing that we really need to consider getting rid of. There are few reasons for this:
First of all - the house is actually poorly developed logical-wise and I won't even stop on that for there was countless discussions on that matter.
Second and most important one - the population spread. In 4.85 we had 4 Houses and less systems with Gallia being just a little corner in Taus no one cared about populated with 200 players. Now we have 5 Houses with more random systems appearing here and there with barely 100 players. Gallia drives the players from other system and it's just escalates the problem. Amount of systems must get dramatically reduced.
I think we can discuss in great lengths how this could or could not make sense within our Lore. But I think that most of us might agree that implementing JGs and TLs in the edge worlds would take away a lot of their charm and the overall ''wild west'' and ''uncivilized'' and ''raw'' feeling they currently have to them.

So simply because you see no development so far you believe nothing should be done in that regard, instead you'd remove completely? Calm your tits, you'll have your Gallic development.

People flock to where activity is, more systems means more opportunities and more empty space outside of spots active at a time. Besides, so far I've been seeing people complaining for the removal of Gallia because it's dead anyways, and now you say it draws activity away? Really?
As far as the whole issue of other nations getting the technology, I think the way forward is through the Lane Hackers. As hinted before, currently their ability and tech is limited (inRP) to hacking the telemetry. But since LH is made up of defected Agiera members, it stands to reason that at some point enough of them (or one sufficiently high enough up the chain) would defect to have enough knowledge to replicate the tech. This could then be sold to other houses or pirate groups, and the diaspora of information would spread. This could solve the issues surrounding Kusari and Rheinland building their Trade Lanes, and even allow for the potential solution of future lanes in the Hispanic houses (if they were implemented, I'm neutral in that respect).
This could be done through a mini-event of some type, a LH transport fleeing Liberty, something along those lines.
This doesn't solve the whole how Gallia got their ideas, maybe Gallic sleeper agents kidnapping Agiera and LH employees, but this is just conjecture.

However, I'm in doubt it'll be ever done because it's hard to let go something that took a lot of effort to make. Gallia is bad gameplay wise, not content-wise. There was a lot of content made for that house in form of ships, infocards, bases, systems, models, etc and I'm sure Gallia will be kept just to let this content to exist.

When I am flying into house space i feel like in vanilla, while in Gallia i feel like this some really bad mod i've just installed because you could see NPCs missing comms lines, some of them even visually bugged. Traveling to those HUGE empty systems(empty player wise) and docking on bases that tell you: freelancer 4-82374273- this is (silence) base, you are clear to dock makes the feel that you are playing a game that is worth it lose itself. I used to whine a low about the removal of gallia, I still want it done, but no one wants to remove that s**t from our boots, because it is a lot of work. So maybe limit gallia like in 4.85.
