However, many in my faction find that Tau 44 is even more superfluous.
Therefore I offer 3 approaches:
A) Axe Tau 39:

Form superbase from Singapore + Timor, in the periphery (nebula)
Move Hades (CR) to either Orkney (near T23 hole) or T31 (near T31 gate)
Group the GRN bases in one part, keep the IMG bases in the other.
Perhaps separate by a nebula, so that that "not known to GRN" (formerly valid for T39) remains for the cap-ship building shipyard that was formerly CR?
food for thought: Move the GRN BS (now Tau 44) to Java, instead of the requested IFF change of Java (create another Freistadt-RM BS cluster). Would "uncramp" the Tau 44 base situation.
B) Axe Tau 44 :

South of Tau 39 goes to the Gallics
Perhaps reuse the GRN bases as something non-GRN? There are just too many in that totally unused Tau 44. The old CR bases just became GRN.
Perhaps move the Battleship somewhere else? Front movement? Replace a blown up one in Leeds/T31?

C) Axe Tau 44 and T39:
Pretty radical, but to be honest: both systems are kind of pointless, Tau 44 much more than T39.

The ton of GRN bases of T44 (ex-CR bases) are a problem and will always be one. Are they needed anyway? Can't they be reused as something totally different (Bastille bases)?

Hades to T31 or Orkney (near T23 hole/gate for fast T23 access)
General problem: Tau 44 GRN base density is too high.
Solution:
Reuse as other bases (not GRN).
Battleships can be destroyed at the front and replaced by those further past the front line. Could slowly make sense when GRN advance gets stuck irply.
IMG could use one of the free base entries for their far far out Exploration Roleplay project (remember? PM project). If not, there is the IMG Orkney base Dounby for that.

First off, I somewhat agree to what Jack has pointed out, however, there are certain dilemmas:
Cutting out Tau 44, while a good idea because of it's small (or lack of) usefulness, should not be done because of it's extensive lore, especially Colonial, but also Gallic.
That's why i propose that, if there are any changes to be made here, it could simply be a revision of the layout so that [as it was pointed out] it loses some of its base density.
With regards to Tau 39, whether the system is gone or not isn't of great relevance... and truth is having it deleted would create a more stable corridor between the Taus and the Omicrons [for, hopefully, more activity]. Still, as the only Colonial asset there is the Hades, we've been thinking of having it relocated. Our best option is somewhere in Tau 31, around sector F/G-3, far enough from trade-lanes so it doesn't get spotted easily, but relatively close to the jump points for T-23 and T-29.
As another mention, if it were possible; we'd like to request one of the stations in Tau 44 to be given back to CR from the GRN and moved to Coronado, in the orbit of either Planet Baja or Yuma, as a secondary docking point - especially considering the plans we have for Yuma becoming the Colonials' home.
Additional thoughts may appear, but so far this is what we wanted to say.
I established plans and spoke with you among other factions towards Xenos mining Planet Death Valley for its numerous mineral deposits. We obtained a blueprint for an ore refinery to be eventually used as a gift from the Corsairs and spoke with IMG about the sale of our raw materials to them before we finish it.
It was brought up to me that Alabama would be possibly de-guarded since it would become a high value system for Xenos, I'm okay with that.
Disco is rather famous for taking years to implement big faction moves if the dev team ever even allows them; I'd like to actually have the option to have all the thought I've put into this plan potentially come to fruition.
Xenos sleeping with Rogues in Cassini seems rather silly; they outnumber us and outgun us. That and any hopes of mining Death Valley would be shot. No thanks. The only way it seriously works is because Alabama is out of the way and shut off; nobody in Liberty knows about it. DSE records were removed when they abandoned it.
Think I should drop a bomb here by saying that actually not every base will be moved. Some will, but not all and some will be deleted as well. Reason being that back in the day of that mass addition of systems some designers went a little overboard with packing systems with bases and stuff to the point there is a real excess. So if bases are found to be redundant they'll be cut as well. If base is important enough RP-wise as well as in technical aspect (provides selling points for ships/intended sell destination or purchase source/etc) it'll be relocated, but deletion awaits some backwater bases that serve no meaningful function and simply existing because most factions went for max allowed 4 bases (and some exceeded that limit) per guard system back in the day regardless of actual need.

Something will, but probably not initially. Personally I would say that it's in a somewhat similar state like Omicrons currently are - rather bloated and terrible to navigate through systems as well as passing by through the region itself. It could definitely be reworked to streamline connections and generally condense a few systems down, possibly remove a few others while at it.
About the taus, what about the smaller loop? T42 and Tottori FA/Hog respectively.
And Dragons' T63 - why is it even called a tau now that its connection to 65 is severed? #remove and make use of Ryukyu and Kyoto more as equipment shops.

I think the Tau systems could benefit from the "unexplored systems" experiment mentioned in another thread.
Tottori provides an alternative avenue for Hogosha/FA activity in the northern side of Kusari, even if the FA have a base in Nagano.
I think T63 has been removed long ago, and it's shipyard moved to Chugoku, to provide the capital ship deposit for the BD.
Not sure how frequent is the GC gurad system is being used, although it provides some extra ship dealers for the GC/BD side.

I think Fukuoka (KSP guard) disappearance would bring no harm, and its base could be moved to Shikoku (making a police heavy system, with 3 bases), or somewhere into New Tokyo maybe?
Hiroshima gives a little more trouble. It's doesn't get much use currently, it's true, and the shipyard/HQ could be moved to the Hiroshima jh location in NT without affecting much the action in the Capital. However, removing Hiroshima puts the Battleship Sado and all the presence of the KNF in Tohoku in jeopardy, since either the BS would have to be moved closer to the Hokkaido jumphole (and in range of Ryukyu strikes), or pulled out of the system and KNF operations be based from Hokkaido, which would make the Navy presence in Hokkaido "stronger" and nonexistent in Tohoku.
Hiroshima is the KNF lifeline for their operations in Tohoku, and an alternative way to deploy in the system.
Hokkaido was supposed to be hellhole since vanilia. It should not even have this jumpgate completed. With Tohoku being even farther, what is the point of that battleship there to begin with? That fortress has long since been nommified with local navy doing practically nothing about it for 20 years.
I guess it's too bad Kusari interrupted every single Order attempt to curb Nomad activity in the system eh?
