Rogue guy here. Firstly, I haven't talked with the PLR and my HC yet, so this is just a very personal opinion and not final.
I agree with Evo, that sharing a system with the Xenos might be problematic and pointless. However, I'd be okay with cutting Cassini and move its bases (not all of them) to more useful locations. Currently there's 8 stations in Cassini;
Attica Station
Asteroid station. I'd love to see it moved inside an asteroid field in Colorado. Maybe just near the current jumphole to Cassini in Colorado or alike. Or remove it.
Destroyer Graviton
Destroyer Quietly Confident
Since they're Destroyers, hence moveable ships/stations, it could be justified (in roleplay) that they get moved somewhere else. They could be used as snub-only hideouts in either Colorado, California, Ontario or Texas I think. Just like the one in New York. I really like the concept of having dockable NPC ships.
Foster Base
DSE Junker station. Has a roleplay value because of that anomaly nearby. Still not my task to decide for it.
San Quentin Base
Can be removed. Doesn't even sell ships.
The Nonsense Factory
Shipyard of the Rogues. Should probably stay. My suggestion would be to either hide it very well in the Badlands or Alberta, considering that it's the only system, that is mostly controlled by Rogues.
Toplita Base
Junker base. No idea what its purpose was. I think it had something to do with the Rogue dread and its broken engines. However, that roleplay is finished.
Another Fine Product From The Nonsense Factory
Can be removed. PLR finished its roleplay and SRP'd it. The NPC station serves no more purpose now. Or connect it with the shipyard in case people want to keep it.
I'll edit this post in case I get more input from my members. Also, as said, this is just my opinion. I haven't talked with PLR about the changes/ideas yet.

Thankfully, Salisbury is a mostly barren system, so it's just a manner of finding a quiet corner of Bretonia to move the two bases. Cambridge is currently a good candidate; Manchester is an alternative.

Also, Junkers are using their guard system more than all other factions combined; if the lack of activity is the reasoning behind deleting the Guard systems, then Puerto Rico should be left alone, logically. Humboldt could be merged into Kansas.
Primarily, it's that many, if not all, Guard systems were not designed in a manner that adhered well to the overall lore continuity (Tau-65 and Londonderry are examples of pretty bad offenders). Secondarily, they dilute activity in non-Guard systems simply by virtue of their being more systems in the mod. Lastly, the poorly-regulated designs cause unnecessary mod bloat, by virtue of having more bases than needed in many cases.
Anyway, the key point here is that Humboldt is a pretty bland system, and ought to be merged with one of its neighbours. PR basically has a whole lot of empty space in the western half of the system, which could be ripe for repurposing once the unrealistically-placed neutron star is removed. (Alternatively, the neutron star stays and the system gets a whole lot more dangerous...). Merging Humboldt into Kansas remains an option, and would probably serve to generate a fair bit more activity for the system - which is not a bad thing at all - but PR still has no reason to remain a Guard system, when it could be opened up and made far more interesting, while retaining a secure corner of the system in which to hide the shipyard.

and in Londonderry, there are multiple stations which belong to the mollys, including a fully blown shipyard. Where will these go?

JH changes are determined on a case-by-case basis.
As for 'derry, location is all TBC. Some to move, some to delete. You could say it'll be... fully blown (up).

However, if that's not going to work out at all, another solution could be reached, provided it fulfills the minimum criteria of one system being de-guarded, and the other being cut; in other words, Cassini's bases would be broken up and Alabama would be opened. Alabama's layout would be revised, and there would be at least one hostile base present.
The main issue is that I don't want to put the Nonsense Factory in Alberta or New York, and a hidden corner of space further from the core worlds is ideal; this change would leave only Alabama as a suitable candidate. It would still be in a remote corner of the system.

Please keep the neutron star/The Rift, as Congress uses it for RP (or we plan to use it, ask the boss for more details, please). Some time ago there was a discussion what to keep: the Rift, or Planet Bosque. If you have to delete something to make some space, rather delete the planet.
Also, if you merge Humboldt to Puerto Rico, then the ore fields will come along?
What do you plan to do with Vespucci? Will it stay as it is?

Conspirator Notice: As one of the Gallia lore guys, conspiracy plans have already been made for Artois, Anjou, Corse, Franche-Comte, Savoie, Touraine, and ... a core system.
That aside, on a more serious note, if one of the three Ellesmere bases need a home, instead of throwing them all into Alaska, one could be put into Virginia as a way to "de-guard" the system, but still have it as a highly secure one. Haven't spoken with the LN HC about this yet, so this is just a personal opinion.

So, kinda like turning it into Omega-5. Did/does that really work, though? Didn't seem to work for Hessian/Corsair fights, or maybe I just wasn't around when they were bigger.

No doubt merging Kansas and Humboldt would be good.
Neither system generate enough activity to warrant being separate.
As for Puerto Rico.. that system is constantly active and we use it DAILY.
We purchased it long ago with the intent of maintaining, securing and setting up events along with future RP with it.
We have done just that many times over and the neutron star has played into it as well.
I didn't setup the neutron star but after reading its info card decided to develop our own RP about it and for our POB there known as San Juan.
It's been the basis for the station being a secret research facility and the place we develop things like jump drives and cloaking devices.
Loads of time and energy have gone into us developing PR and also keeping it secured.
Would be a real shame to see all our game time and effort get 'repurposed' or removed.
Since activity is very high there it could be prove to be counter productive to do so.
