No, just no. Those are awful prices. This isn't going to encourage anything, it's just completely displaced Premium Scrap in comparison to other ores.
tl;dr you're doing a commodity that's the same price as Niobium Ore but for twice the journey.
You're forgetting a few things, such as:
Premium scrap mines faster. Mining transports for P-scrap factions are superior to mining transports for ore factions both in combat and capacity. People hauling scrap are also less likely to be pirated than people hauling ore. A corporate transport full of ore was always the "juicy" victim for pirates. The insanely high P-scrap price we had for a while was starting to offset that image. P-scrap routes have some wonderful back-trades as well. Additionally, it is scrap, after all, it wouldn't make much sense for it to be so much more valuable than diamonds, gold, etc. Scrap simply isn't supposed to be as profitable. And this is coming from a junker congressman. I think the new P-scrap prices are fine. I was making way too much money before.
However, to make these routes still worth doing, contraband on the backroutes (and contraband in general) will need a little boost; smugglers need the boost anyway for the extra risk they take. After all, scrap is supposed to be the junkers' cover business, while we make our real money through less legal means.
If your gonna take so much time to change P-scrap then how about buffing the prices of Artifacts and Cardamine which was discussed countless times to be an issue.
Right now Scrap is just like every other commodity. I could understand the RP value of it since it was feeding the OC - Sair wars and the return prices for Artis and Cardi are bad to begin with. Now if this has gone down there is another reason to buff Cari and Arties.
It's not too different from the speed of other ores though.

Exactly. The problem isn't in the pricing of the route, but in the people who actually haul it. Rather than screwing over the route for all factions involved, we need to discourage a single faction from hauling it.
Allow me to inform you that this has just made scrap mining for ALG and DSE completely pointless.

But it's not insanely high. For the route you take it's quite balanced. People are just jumping on the fact that Premium Scrap appears to be insanely lucractive because of it's high sell price. It's got a pretty balanced profit/sec fyi.

True, but that is balanced out as they are a contraband.

Premium Scrap. We're talking about ultra rare and lucrative components. The items that people would pay to obtain, the items that are very difficult to find normally because they aren't necessarily easy to get, however they can be found amongst the Premium Scrap fields.

Or were you though? You don't really notice the small details with profit/sec when trading.

Perhaps. I'd like to see things get balanced properly first though.

True in a sense, however we're called Junkers for a reason. I don't see why we should cripple our main export.
Offcourse, you could go to New London and mine it.
From there (according to my FL companion settings, so it should take most people less time) it only takes 15 minutes to get to Tripoli. If we also look at a popular ore run such as niobium ore from tau-23 to Planet New Berlin, it also takes about 15 minutes and you get a slightly higher profit with P-scrap.
This isn't even mentioning the fact that a Junker is less likely to get pirates than an IMG transport along those relative routes either.

Fueling a war is quite expensive business.
OC and Sairs have their own exports, which they get money from to fuel the business.

It's slower to mine than in Texas/Taus though, thus the profit/sec isn't that much higher as a result. As is with choosing whether to go to Alpha or Gamma, it's a preference thing as to where you mine.

Which, as I have said, is the problem that needs to be dealt with rather than curb-stomping the route with a nerf.
OK lyth name those exports that OC and Sairs do.
Cardi and Arties?
You mean the ones that even when you MANAGE to sell at the top market you still don't get enough bucks for your risk?

What are you talking about? Cardamine and Artifacts sell quite nicely. It's not like before when they were terribly under priced. InRP Outcasts and Corsairs hold a large monopoly over their respective contraband businesses.
But to be honest lets not dabble into the inRP reasonings for the nerf.
This was done as the result of balance (poorly done balance, in my opinion).
