I was flying my junker congress salvager in omicron beta then 2 nomads gunboats de-cloak "Nomad" "Nomad" and opened fire without a word, then my ship exploded.
My question is, are the nomads allowed to attack without RP in anyway?
and is this a violation to server and ID rules?

The ID says you can attack, but not saying you can attack without RP
So this is not enough answer , i ll wait more experienced player or admin to

Please show me the rule where there's exceptions to the "must be a form of RP", preferably in the rules themselves.

Regardless, Yes noms can do this. Should they give RP anyway? Absolutely. Even if you can't do nomspeak, at least PM whoever you're about to attack and say: " //Yo, this is an engagement notice. <3"

If you read the link, it's in the announcement thread that Nomads can freely attack without RP. Specifically, this sentence:
"Yep. The worst has happened, we’ve provided for another open engagement ID. That’s right, fire away, no roleplay is required, although it certainly is encouraged."
So at this moment, you will not get in trouble for engaging someone with no RP, as a Nomad, in the Omicrons. Keep in mind, we would prefer that RP did happen, and other rules still apply (No blatant trolling, no metagaming, etc).
