Nomads are a quite special case. They are the main antagonist of the story, literally red to everything human. Only Outcast NPCs don't always shoot you if you didn't screw up your reputation (it starts at -0.55, if it wasn't changed to red recently). Furthermore, speech patterns are quite different from human ones and difficult for many to do correctly.
If you can apply the same to your faction, the Admins may give you similar rights for your faction. Being hunted by everyone is actually quite entertaining.
These rights are granted to indies with the drawback that it is only allowed in a limited ZOI, the omicrons, and with limited ship choice. The nomad official player factions have higher standards to uphold, internal rules that cover roleplay requirement before engaging, in return having no ZOI or ship restrictions.
And yeah, this is exactly what makes flying in the Omicrons thrilling: Not paying attention yields grave results.

You cannot deny an argument just because it doesn't apply to half of the nomads. I saw KHara in Liberty. Rulewise, I am forced to RP before attacking the most dangerous species known to me. They are not forced to RP before attacking what they see as inferior species. Talk about double standards.

Maybe a possible way of making it a balanced playing field is to allow everybody to attack Nomads, in the Omicrons, also without RP.
The Nomads will still have the advantage with their infinite Cloaks but if 'Space is dangerous' shouldn't it apply both ways?
