Well, good luck in being spammed by gazillion of NPCs with BCs and Gunboats. :| IMHO Pirate ID would make reputation hacked to the level of VERY unfriendly (but not hostile/red) reputation, instead of "shoot on sight" by NPCs.
I am playing as LH~ for almost a year. I get shot by LNS- and I manage to survive. If you cannot deal with NPCs, not even neutral reputations will help you survive this dangerous Sirius.
It's not about that I lack abilities (I'm not good, I'm TERRIBLE at PvP). But I don't like moments, where RP takes place and BANG, you got shot by NPC battlecruiser, because it spawned with four NPC gunboats as well, which CD-spam you. In all cases, countermeasures NEVER worked for me, as NPC gunboat was spamming me with CDs, even if I used it right (or I did that wrong?) Well, excuse me, but about 20-30 CM would fool CD already.
When you are in fighter, you have chance of survival - because of flexibility and manouvering. But in gunboat? Fat chance. It's sitting duck on the water.
I dunno if it has been mentioned already, use the Freelancer ID. You can pledge your allegiance to a "king", or whatever as you said there, and rebel inRP against another House. You can ask Admins for rephack, or you can simply go kill NPCs from that House so they'll show red and wont cause you any trouble inRP. This way you can form a group of Rebels and actually rebel against a House, well as you said. The Freelancer ID already gives you that oppurtunity.

Tell that to NPC heavy escort that spawned in Leeds (but I believe that's other thing) out of nowhere. On the other hand, I became more cautionous and tricky about being fired upon by gunboats - I just fly around them, not running away. Sure it takes a lot of nanos to withstand them, yet if battleship or battlecruiser is present... well. Game over man.
I don't want to whine, but I am in fact pissed how CM is very useless against CDs.

Freelancer ID disallows you to attack first or demand anything from "enemy" vessels. I am not sure, if Freelancer ID applies to Players only or to NPCs as well. I mean, I could pirate NPCs on Freelancer ID, but I don't want to risk sanctions, because of this lack of knowledge that ID applies to NPCs as well.

There is such a thing as a bounty board that the freelancers could be running off of. Official factions are even allowed to pay just a simple set fee per month which would simplify that portion greatly if you wanted to be privateers. Privateers get paid don't they?
