Having a race track as part of Liberty's most secure prison complex... I'm sorry, this isn't Death Race: 821 AS. If you ask really nicely though, and I find the free time for it, I could potentially put a minefield race course somewhere in Liberty.

It is not that I WANT a race track there.... it is that I have FOUND one there and I am asking since I thought you have used your time and consideration to design it there that it could be of some use in the future and I would not like to see it gone !
So you can place it somewhere else... I'd like to ask not too far away from the origonal spot? That mine-race track is simply unique and difficult/challenging to go through. I had to break cruise and turn that way. It was great! You should try it out!!
But yeah im asking reeaaally nicely could you please please Mr. Echo have the awesome race track moved somewhere if you are going to illuminate Illinois?

Well, it was bought by us with the old Buy Your Faction's Guard System For Five Hundred Millions method.
Also, there are two Zoner Guard NPC dockable stations and 3 Zoner Guard Scrubby Farms, and only one regular Zoner NPC dockable station.
We enforce our own laws in it too, and there's no one else there but us.
Just because we're cool with everybody coming there it doesn't mean it's not guard.
What makes it less guard than say Puerto Rico or Hiroshima?

A Dev put it there a long time ago, and it's probably not even supposed to be a race track, just a way to confuse pilots that don't know how to make their way to the prison. It could potentially find its way to somewhere on the very fringes of Liberty.
(Afterthought: A race track in every house? Hmm... fun, but very low priority.)

No, this is actually a very relevant question, so I'll explain.
The archetypal Guard system is characterised by bases which all display the faction's guard IFF, have system-wide maximum difficulty NPC patrols, and have maximum difficulty weapons platforms or static capital ships around the Jump Holes and/or Jump Gates. The system layout may or may not be designed to increase the "natural defensibility", such as challenging minefields or bases in very close proximity to Jump Holes/Gates.
In contrast, Baffin does not have Guard NPC patrols, weapon platforms around the jump holes, and has at least one non-Guard base. However, this does not make it any less "TAZ's system" inRP. In almost every case, player faction owned systems were the NPC faction's Guard system; but under the current classification, Baffin is an Owned system (as per Faction Right 1) despite not being a Guard system.

have you never been in the racetrack in Tottori? that thing is just crazy!
On topic: Could be interesting to see Trade routes going into these systems (some) or see some of these stations moved out into systems that are rather vacant.
Not sure if this was addressed or not, but on the subject of Kansas and Humboldt getting merged, what's going to happen to the POB in Humboldt? Is it going to stay in the field?
