No, it rather depends on the devs. Since Texas is a vanilla systems and, as far as I know, devs try to touch them as little as possible, I do not think it will ever be possible. In that case, not the goal is the goal but the way is. You can have lots of fun iRP trying to achieve it. Good luck.
Having a 'Unachievable' goal can be good for establishing something for the faction to continuously pursue. Sorta like the Coalition and how it seeks domination over the Houses (Near-Impossible/Totally-Impossible), it gives a purpose to the faction. However there are also smaller achievable goals such as building up relations who would be useful to support said uprising/revolution or trying to fabricate a claim on a nearby system. The Final Unattainable Goal is the 'finishing line', the smaller goals are checkpoints.
As long as that goal exists your faction has purpose. XD
well, it's a good idea of faction, but it will be nearly (and i say nearly, we arent in dev head^^) impossible to achieve totally.
After, you can maybe get some little things if you go official but same, it will take a lot of time and work.
And dont expect a lot of allies in this sector because junkers wont like trouble near there home and almost everyone who could help you is friendly with them there.
So uh, shooting Navy in Texas during a raid by hostile forces seeking to take it over is kinda counterproductive, especially since you're going to be shooting at the RNC again who were enroaching on your territory in the first place with malicious intent.
