As far as I know the Base was a Core 1
As far as your point 1 - If you find building Bases/supplying them are a chore then an easy solution to that is, don't build/supply them. I am sure people who build Bases from scratch can soon find out before it even gets to Core 2/3 that it isn't for them. See below for information on building Bases:

I put that information together and if people bother to read it then they should be going in with their eyes wide open.
The RP required to attack/destroy a Base of any level is very minimal at its best. All that is required is that somebody Posts in the Attack Base Thread, listing who is going to attack and 30 seconds later you can be shooting it. So the No-RP on Core 1 is not really a big issue.

Solution 1 - How fragile is fragile? See below for the requirements to destroy Bases:
As you can see it doesn't take much effort/time to destroy a Core 1 Base. If fact it takes a lot less time to destroy it than it takes to a) build it and b) add a shield module to it.
What constitutes very little upkeep? I can understand the no upkeep part. A Base requires 8640 RA per day. That is less than 2 x 5kers. Each Crew Member requires 2.4 Food, Oxygen and Water every 24 Hours. So depending on the Level of the Base depends on how often FOW needs to be resupplied.
If Bases become so Fragile that the Base is destroyed when somebody flies past and sneezes, then why would anybody build them?
Solution 2 - And what refund would you deem reasonable for the work the Base Builders have done? Some of these Bases have been on the Server for in excess of 2.5 years.

I dunno, I don't have a base. I just saw that a lot of people bitch about "wolololo bases are hard to destroy" and on the other hand "wololololo base destroyed even though I put so much effort, kkthxbb." I'm just repeating what I have heard.
