Turf wars. Previous change, as I pointed out, made Pirates unable to target certain factions, because they barely fly transports or freighters, yet those faction have an advantage to shoot first.
Why would indie pirates get into turf wars? They're not that organized, nor would they be able to sustain such influence. Other house-based pirate factions would snuff them out without even batting an eyelid.
Pirates don't need to target ships other than traders. They're pirates, remember?
I will have to point out that anyone's life has a value. So anyone is a piracy target. If someone is attacking a target that can fight back, it is obviously or the thrill, to prove their skills or take joy in dominating the other.
Call it PVPwhoring if you want, but saying that pirates wouldn't hit military targets is BS. Just too bad that our community uses the Pirate ID ONLY for that. That's where it becomes harmful.

Look, if e.g. hessians were paying you for helping them kill RNC, that's legit roleplay. You earn cash for combat support, and just by the way use the occasion and sometimes pirate passing by trader. It's plausible and reasonable roleplay...but not for "generic pirate" ID.

That doesn't really answer me question "Why not"?
I've never been a mercenary Pirate,and never will be.
And I don't see why you think me, Pirate IDed player, can't start negotiations with unlawful organisations? We agree with the "proposal", I'll do something useful for them, they'll do something for me,such as letting landing on their base, letting using some of their tech.

Of course it can become allies with RHA and assist them when needed, but after changes Generic Pirate ID isn't the best tool to portray that - hence I said SRP is probably your best bet. It isn't that really hard to get.

If anything, it could solve the problem about people saying that their RP ties are limited due to rephack issues. And the FL ID would be much more....shady. As one would expect from a quasi-lawful ID.

I used it for Akapai, because it was only ID that could cooperate with TheUnforgiven's ship AND would fit theme of personal revenge of the character, both against Gallic and KNF/Samura/Hogosha targets. I would pick other ID, such as Blood Dragons, but the ID do not cover whole Taus. I could pick up Bretonian Privateer ID, but this does not cover Kusari. Not to mention both CAN NOT cooperate with generic IDs, which SpecOps ID is rulewise (because this SpecOps ID acts as Freelancer/Pirate ID).
And, that would be kinda weird for clearly unlawful character to register onto Liberty Bounty Board, if I had Freelancer ID - but Freelancer ID cannot harass law authority ships for example. What I would be supposed to do then? Insult officer to fulfull the server rules?
TL;DR, I picked up Pirate ID only because I did not want to break server rules.
Also, someone mentioned that Pirate ID players are not organized and can't make player faction. Tell me then how Freelancer ID can make trade factions, bounty hunting factions...?
Give it a try.
Give it a month trial period. Pull the plug if it gets too hot.
Shooting down an idea without at least trying to test it is nonsense.
