Please use the term unlawful factions, not pirate factions since only 2-3 official factions on this server are mainly pirating instead of fighting.
As for the question itself, the answer is that it's simply not worth it. Not enough profit/time if you avoid lanes and cruise from jump hole to jump hole. Also several unlawfuls and all lawfuls & Bhunters are looking for you, especially if you fly tagged. On top of that, few bases to run if you are being pursued.
Finally, most people who join unlawful factions are in there for the pews, not to make money.

That could be the problem. IRL smugglers do and always did their "job" - just for money. That model would generate too much unlawfuls or "neutrals" in Disco. Or not?
101st and Cross have been doing convoys on occasion but the amount of base we can dock at and actually buy something worth carrying is so small there isn't much variety to it.

I feel that this is an excellent compromise, if each home (NY, NB, NL, NT) system had a single freighter only dock point that was also exempt from the FR5, and tied in with an increase in profit risk, would make running freighters exciting, and bring more smuggling to a direct point, which would give lawfuls and unlawfuls a chance to collect the funds from the increased profit risk. (from pirating the ships, or collecting the cargo to sell)
