If you had shot them down, dumped them in space and denied the whole event, there would have been no troubles, would there?
Flying around in Kusari space with pilots of lawful affiliation, now that _will_ get you into trouble unless they are Bretonian, or you are KNF/KSP. It is nowhere near discreet, and you will be left alone only as long as you are discreet. You cannot expect a Doshin to allow you to fly along with hostages, and you cannot expect the KSP to go on record and say that Hogosha is allowed to attack the GMG in Kusari/hold GMG pilots hostage in Kusari.
That the GMG hauls fuel to the enemy is a matter that will need to be discussed in the Imperial Council, but until their status changes in KNF/KSP diplomacy, for a 'civilian' to hold them will remain a crime.

Zelot, you have to remember that the GMG supports the Blood Dragons secretly. They don't advertise to everyone "hey, we fund the Blood Dragons!"
If so, they would have leverage against the Outcasts. However, in my opinion, the Outcast/Blood Dragon relationship should be neutral now. But that's another discussion.
I would think the KSP pilots would "ignore" certain commodities in a Hogosha ship. However, i don't think they would allow GMG pilots to be hauled around. Perhaps they could be "bribed" by the Hogosha pilot, but they wouldn't automatically avert their attention because of Samura's control.
What R.F. says is true, and also I'd like to add my opinion:
Samura's control over KSP is over policymaking and politics, not over individual officers. Officers are _not_ required to cave in to demands from Samura, Hogosha or FA in the field.
In fact, doing so would cause them, the KSP, and by extension the Shogun's government to lose face - and that would need to be punished, not the other way around.

I said that I dropped the pilots, and by that i mean - yes, it was my mistake for having them.
I would even pay the fine if KSP officer asked me to.
Problem is that he said 'You can't shoot Kusari friends in Kusari space'.
So, first, they are not friends - you said it yourself.
Second, I wasn't shooting them (I collected them during the fight against Blood Dragons in Honshu).
Third, your officer offended a Hogosha Saiku-Komon by saying "You Hogosha are still here only because of Samura kindness" or similar.

I don't need to describe how Kusari citizens are proud and easy to get insulted, especially traditionalists like Hogosha.
In RP of course. I always watch my words when I speak to any Hogosha's friends, exactly because of that.
I also don't need to describe you how secret are Hogosha relations with Samura, and how secret they should remain.
At least for some Gaijins that are going trough Kusari in said time.
Also, I told him that GMG will be shipping fuel to Brettonia, which he denied.
Five minutes later, GMG convoy was in Kyushu, 15 minutes later in Cambridge.
I think KSP should scan anything that goes in/out from/to Brettonia border.

But, what will the KSP do if GMG convoy (NPC's) attacks me in New Tokyo?

It's a tricky situation. And the fact is that we are enemies not because of Hogosha, but because of GMG.
GMG was once a main Artifact smuggler in Kusari. Hogosha took their place, going directly to the Corsairs instead.
GMG got mad, declared hostility. That's it. Hogosha didn't ask for it, but Hogosha got it.
I also intend to stop any GMG fuel hauling to Brettonia, so I won't waste a second to vaporize whole convoy in Kyushu or Tau-29, and deny it later.
Of course, I wouldn't do it close to KSP's eyes, I'm not that dumb.
But I also expect KSP or/and KNF to be more watchful on Kyushu border, because there's a war going on out there, and you don't want your enemies supplied trough your territory.
Also, once the Artifacts get upped in Kusari, I would really expect KSP to [as R.F said] 'ignore' them in Hogosha hold.
That would add to Hogosha RP, and a bit to whole Kusari RP.
Why? Because they need a special treatment in certain areas.
Even your 'Kusari legal code' says Hogosha smugglers carrying artifacts will be ignored.
Drug smuggling is considered heavy smuggling and thereby forbidden.
Also, please, don't take my suggestions/comments the bad way.
I'm just trying to make 'life' in Kusari better/fun.
