Actually, cruise engine is somekind of warping technology, provided it is just minutes to travel around in the system under Superluminal speed.

Most of human's in Sirius get their modern tech in some form, most of the heavier stuff based off the nomadic remains and stuff like that (Look at the link)

However, cruise engines existed before discovery, I mean, if they didn't, wow did it take then a long time to travel in Starlancer....
