Answer: Nomads in Omicron Delta, available from FP11. It'd make getting the tag, especially the guard tag, a lot easier. Wonder what people think on this.

It's a great idea, and it allows players who are unaware of the double bribing process to actually get a chance to take a Zoner bribe.
