Nay. Last time it gave me 75%, except for a Mule and PTrain.

There was a work in progress to give the Pirate ID full access to the Z line, minus the Scylla if the devs would give Mollers and Rogs their own line. Though this also would mean that the Z line would be the ONLY line the Pirate ID would get at 100%.

Since this never happened, it looks like the idea is scrapped.
