Greetings to those of you who fight for Liberty's working class. As you are no doubt aware, as the Legion continues to expand and evolve into something far beyond a simple rebellion, so must our policies. Our duty first and foremost is to all innocent civilians in Liberty caught in the crossfire of the House's enemies and mistakes.
Our alliance was formed upon mutual enemies and the need for survival, but it has become increasingly clear that it was perhaps not formed upon mutual beliefs. The Legion understands and empathizes with the Xenos' cause - but it is obvious that our methods differ. We believe that no civilian, foreign or otherwise, should be the target of malice from any faction.
In our eyes the fault lies solely with the current Libertonian government making it easier and cheaper to import foreign goods, outsource work to foreign Houses, and a distinct lack of understanding between politicians and Liberty's working class.
Therefore if our alliance is to continue, we must both come to an understanding upon how to handle these situations now and in the future. Below is a proposed code of conduct for both our groups drafted by Legion High Command. We are open to any suggestions you may have and wish to hear back from you, so that our alliance may not be hindered by our differing methodologies, as I believe they and our goals overlap far too often for our stalwart partnership of many years to come to an end.
Quote:1)The Xenos will not engage in piracy or terrorism against any Libertonian civilian individual or organization, including but not limited to: DSE, USI, Interspace Commerce, and Ageira Technologies.
2)The Xenos may impose a trade tariff upon all independent or foreign vessels at peace with Liberty exporting Libertonian goods or importing foreign goods, with the exception of raw material imports. Any vessels that do not comply and are destroyed must have their occupants safely returned to the nearest Legion base or Freeport
3)The Xenos will not engage any non combatant craft not carrying Libertonian or foreign goods bound to or from Liberty (shuttles, freighters, transports, liners) unless in self defense, carrying contraband, or operated by the Junkers, or any organization or House the Legion is at war with.
In return, the Legion is willing to offer to following;
1)Full docking access to America Base, Monterrey Base, Dreadnought Ravager, Hesperia Station in California (upon its completion), and Guadalajara (upon completion of its docking ring)
2)Full access to all Legion technologies up to gunboat class, including our new fighter, the Verdict.
3)Jobs for all Xenos who wish to apply for citizenship on Guadalajara, with a minimum wage of 10,000,00 SC per month.
4)The Legion acknowledges that the Xenos are a varied and diverse group, and that the XA is not responsible for the actions of independent members.
I look forward to hearing back from you, and hope for a quick and amicable resolution so that our alliance may continue.

Hey there, uh, Lord Commander. I'm Jimmy Predsman, they call me Pit Viper.
Normally I would wait for my superiors to answer this, but then again you did send it to every Xeno so I figure as such you want as much feedback on what you, uh, said, as possible.
Now first of all, um, I agree with the first bit of stuff you said about protecting Liberty's civilians, because that includes most of our families and crews as well. This was the best bit.
Then you said some more about how about no malice to civilians of other houses. And from there you go on to say that, you um, completely understand that they usurped our livelihoods and our own government sold us out and declared us criminals, denying us any legal recourse and screwing us over forever. We have suffered for no other reason than that bribed officials made decisions far removed from those of the common decent man and declared us enemies to absolutely everyone.
To put an end to public riots, they declared criminal all publishings, most notably the works of Adam Greerson "The Unstoppable Truth", one of the more infamous Xeno activists, and any type of protest became illegal. Any small gatherings were and to this day are dealt with brutally. I know, personally like. And that word they use, terrorist. I refuse to call our people terrorist. That is simply a term to technically make us criminals to be killed or jailed forever. Dead and jailed people don't protest.
So basically the point I'm trying to make is, that uh, that what you are asking is really deep and this message you sent to everyone is creating quite the stir.
I'd also like to point out, that we have been supplying a certain amount of the fuel for the expansion you are so proud of. That fuel is regularly seized from foreign transports.
So, uh, yeah, one Xenos take on it. Not talking officially like, I just do logistics and Herald is in charge now, but I figured someone should warn you. Send me a thank you card or something.

Me and my friends here in the local gang read the message and well, they had mixed reactions. Some of them started frantically laughing and others started cursing you while throwing things on the walls. To summarize Samuel, you certainly made our day very interesting.
Your Lordship needs to understand what the Xenos stand for and what we fight. The corporations exploit the working class and throw us out when we are no longer useful or they find cheaper foreigners, they are the traitors, the greatest ones. Even worse, when the foreign corporations come in and sell their goods, essentially replacing capable Libertonian workers with cheap foreigners. They fully deserve what is coming for them.
I am not sure what do you mean about docking access to your stations. I thought since you frequently operate from our homes, we can also land on your bases right?
Since we were drunk and couldn't think of how to decently refuse your demands without insulting your Lordship, we went to the floor below and visited good ol' man Manuel who is now retired here in Nome. Here is a few words of wisdom from a 90 years old fella.

Hello Lord Commander of the Hellfire Legion, Herald here, it's been a while since I saw any comms from you lot. Anyway, I'll get straight to it. After discussing it with a couple of my Luminaries, I came to the conclusion that while this here deal originally looked a bit off on our end of it, it aint really too bad after all.
We do agree to some of them terms laid out by you except for this bit about not touching them Libertonian traders exporting goods into foreign houses. While we never intend to kill these here folk, we do intend to send a message through them by damaging their ships if they refuse to drop their cargo. A simple message that we don't want them trading with them foreigners. You have our word that they wont be sent to hell. No pun intended.
And the part about not openly hitting up foreign vessels that are importing/exporting goods in Liberty. That is an issue for us you see. I don't think any Xeno will show them foreigners that sorta mercy. That would go against what we stand for. We propose that we will not hit up them passersby but only the ones that are importing/exporting or otherwise causing trouble in Liberty.
But what I do feel is that our end of this here deal is lacking. You aint really offering us much more than what we already got or would be getting normally from you lot. So I got myself thinking, what could we get from you, that we aint got ourselves. Now I know I aint one of the sharpest tools in the shed sometimes, but with a good couple a whiskey's down the hatch, I realised, we aint got no battleships! Something you lot got! Now all be damned, I know I aint gonna fly one o' those things but I think we could get a good couple a crew together that could. So what say you?

The Legion appreciates your prompt response Herald, as well as the input from the other members of your cause. I can understand wanting to dent up somebody's transport a bit if they're hauling Libertonian silver to Kusari, but I'd ask that it be a last resort. Try to explain to them beforehand the importance of fair wages for fair work, something they're currently not getting whether they realize it or not. Promote in-house trade, promote them to trade with groups less harmful to Liberty, or at least let them support your cause while they continue their routes. And if none of that works, you have my permission to go ahead and give them something to remember you by. Just don't be doing it in front of the Legion.
As for not asking you not to hit foreign vessels I suppose I have no choice but to concede on the matter, as much as I may dislike it. You're free to torch their ships, just make sure the occupants are delivered to a freeport or something safely. A few scrapped transports sends a message about the nature of Liberty's broken economy; a few dead pilots just leads to grief and hate, and won't do anything to help legitimize either of our causes.
In regards to final request, I'm willing to give you a tentative yes so long as you're willing to keep your word and move towards a less violent future in your organization. An Arbiter is not built in a day however and Legion officers are trained for years to serve aboard our warships. Since we need insurance that such a vessel would be correctly operated and not lost in battle, it would be mandatory for at least a skeleton command crew of 75-100 Xenos members to report to Monterrey Base in Vespucci for training. This will likely take several months, as will the construction of the vessel, and any of the obvious components you could supply such as ship hull panels or engine components would expedite the process. You have my permission to post logs of these deliveries to America base in our reporting channel. Generally speaking, an Arbiter class vessel requires the following:
