What about this? Looking at Mortar bolt, it seems to me that we can make animated projectiles. Could we make one that is long and has high speed? Have some sort of a lightning strike effect. Or to look like a railgun does in Quake 2. Shoots, then slowly dissipates? An Electrolaser of sorts, maybe?

Yes. Convincing beams are easy from a stationary firing platform, or one moving co-axially with the beam. Add in turning, much less strafing and EK, and it looks absolutely terrible. Even our capships are too mobile for beams to look convincing, unfortunately.
It looks fine when you aren't moving, or are moving co-axially with the beam. But it looks really, really weird when you start doing intricate maneuvers.
Next time someone suggests the same thing again, I'm just going to start quoting myself.
What is not really feasible is a continuous beam cannon - like this - note the long fire duration of the red phasers - and how the turret rotates, tracking a target.
What might be feasible is a single shot, discontiuous laser - like this - particularly the Dominion ships @ 0:30, firing single long pulses. Also look at DS9s return phaser fire, also short duration.
Bear in mind, that the faster the projectile speed - the easier it is to use against small ships. Perhaps a firing delay can be introduced - with the sound effect letting you hear the weapon power up - then fire.
Friday shows some good example as the second vid. That is what I am trying to say. Long lasers that only fire once instead of multiple times. Is like a Power Beam that fires every 5 seconds.
