The only thing is that the Bounty Hunter's have no way of getting a Shield Buster out of their own Weapondry.
And no doubt that a Bounty Hunter encourting Corsairs on a regular basis would have seen the Tizona Del Cid's and any lucky enough to have one drop would probably equipt it.
While NPC's do not do this behavior, the account that they are NPC's dictates what they do, However more "alive" NPC's like Orillian, Marcus, King, Juni, and others demonstrate behavior like this.
Moreso a Bounty Hunter wanting Shield Busters would eaither have to Order one from Liberty Space at Detriot or go there himself and back...
Moreso there is also the Tizona Del Cid repair which RP wise would only be with the Corsair's or possibly a Zoner, as the Corsairs have been known to dock at FP5, and FP9 it seems reasonable that the equiptment dealer would know how repair them.
Which leads me to one thing; As an idea, If you could provide reasonable RP for a weapon, Maintinence Cost's. ~ Several Million a week in order to provide maintenace for it.
Though in question, the Bounty Hunter would have to pay much to get an Adv. Debilitator, but in turn would not have to travel far to repair it.
Where as a Bounty Hunter with a Tizona Del Cid would not have much to get it, but would have to have a specialist repair it.

think of it this way; a bounty hunter doesn't know how to maintain, nor fix a corsair designed weapon. Even if he found one, he wouldn't even know how to mount it because his ship doesn't use the same type of connection, etc (as a matter of fact, a generic connection that can be used by every guns of sirius is highly unlikely)
Also, if we allowed the RP weapon policy to be smacked away by the "I looted it", imagine the pvp-whores who would run around... Sabres with Krakens, Tizonas and worse. GMG using Krakens and Tizonas on Eagles. Even Raven Claws with 8 krakens and an inferno (wouldn't work, but still).
It would lead to such madness...
Think about Xing and Jinx's points. Just because in-game stats say its better, doesn't mean you should use it. Your characters wouldn't know how to use nor how to maintain foreign weaponry.
Edit: Why are you complaining about Shield Busters? Adv/Imp debilitators are better than tizonas, you can actually see where the shots are going and they have a higher speed. Plus, they won't get you sanctioned...

A Lawful craft will have tremendous trouble using any Class 10 Weapons
due to the fact that all weapons inside the simple RP of being lawful have no 600 m/s speed.
And I had not said that breaking the rules. I had merely wanted to see the communities take on an idea. a Discussion on Unlawful and lawful question. My posts had been a discussion as well.
I was not planning to use Pirate Weapons if "I won" here, I wanted to see if the community would like the idea.
Instead I suggested a Lawful Type of weapon with 600 m/s allowing Military Craft to use Class 10 Weapons in Sync with Class 9 Guns(And Turrets) which if accepted will have to wait until the next mod version.
Whereas a simple "RP it, Have it" requires no mod change.
I'm not trying to be a bad guy...

You don't HAVE to use class 10 weapons. They have their advantages and disadvantages. The 600ms speed is one of them. They are supposed to not sync with many weapons.
Or you could use weapon groups, and not worry about codename aiming.
Or, if you are a Kusari lawful, you could use their Neutron and Laser guns. They have 600ms.
You don't need a lawful 600ms shieldbuster, as its supposed to be a restricted speed. If you want to use the power of codenames, don't expect to be great against shields.
Plus, I see lots of lawfuls and unlawfuls using Debilitators, codenames and nomad weapons. They don't need Tizonas, why do you?
It is not simple to RP a lawful using unlawful weaponry. The rules are there to prevent optimising your character by using enemy equipment. What's the difference between a Outcast using a raven claw, and a Bounty Hunter using a Tizona? Not much, both of them can make a forum post explaining the roleplay. That's why the rules exist.
