I never stated PVP is a bad thing. I've just noticed that server is more like 90% action and just 10% roleplay. Everywhere I went, ended up in be being blued by random people for various reasons - or being ingnored.
And I'm not only refering to the peaceful RP, there's also the military RP. And I think 343 is one of the very few factions that does actually all these "boring" non-combat delivery scenarios for example. We even managed to do roleplay between us and KNF with both sides yapping at each other, then going separate ways. I myself found in a vile circle of seeking for roleplay on my indie traders, hireguns and all. Majority of cases ended up in me being either ignored or destroyed, because the other side fired without any further words.
And the overall feeling from the server, kids and newbs with dreads and no English skills. It definitely should not happen - you wanna have cap outside conn = prove you have roleplay skills. And do the other players something about it? Not really, they rely on the cheap mute firing support in 99% cases.
And the worst thing is, even the official players and long-time veterans actually do nothing about to promote roleplay inside game. I would even risk the statement that even Mods and Angels do not give a flying... bird about it.
I thought exactly the same, but then got tired, checked the neatrst populated location and went there. When I came I started RP (impromtu researcher RP, see my Zoner) and it turned out in weeks of RP, infestation, drama, new mates and a lot more.
The most issue about not having RP is that you are expecting too much from others while you have to initiate it yourself and do it that way to make others intrigued and willibg to RP with you (they are no less bored than you sometimes, thus your effort could greatly help them).
I did it many times on various characters, Swallow. I have initiated it many times and on the PM it was always like "this is not RP server, this is an action server, your silly roleplay means nothing to me". And it wasn't just the only case.
Just think on what impression does it give and how it dissappointing feels.
Sadly, it is only the Liberty that is mostly populated, because a lot of people is (sorry for that) too dense to explore empty roleplaying areas, such as Kusari or Rheinland. I haven't seen as much players in any other place but Liberty. Even Gallia is empty.
You can not force feed people the RP. You can not make what population we have left to enjoy doing RP magically. What you can do is to set up the minimal rules so there's a chance for RPing people to find some.
Otherwise you ban 90% of the server, which I do not think you'd like. Even the non-RPing maximum lolwut adds something to the gameplay in my opinion. It's a lot better than having nothing.
All you need for RP to happen is two RP loving people to come together. It's about the people themselves, not the effort of some old veteran or admins or mods or whatever.
Then remove RP part from the server name, or make it semi-RP. This is not roleplay place, as I said. This is place in which (mostly) poor roleplay is an excuse for getting blues - or simply to humiliate weaker in PvP players in order to point out roleplay doesn't mean a s**t in here. Harsh, but true.
If an official faction LEADER clearly states that someone elses' roleplay or their lore (especially of the other official faction) doesn't matter to them if they possess poor PvP skills, something is really out of place.
Roleplay elitism is, by the way, another problem we have. You know what I mean. Oh, this person has bad RP, I won't bother.

Yet the Angels should promote the roleplay values, not only help people to powertrade in the future.

Wooow, this kind of thread with complaining so much about that everybody except you (and maybe few other people which you can count with fingers as you said) doesn´t roleplay or has poor roleplay (hello dear RP elitist, judging others much? maybe you can try to learn how to appreaciate when someone at least tries, despite the result isn´t Shakespeare drama quality) is so much motivating for those who still try to make roleplay here.

Yes, we all noticed. You are very dissapointed and pineapple and in whinning mood spitting at everything. It happens here from time to time to majority of players. Though most of them doesn´t have need to tell everyone else how bad they are. Nevertheless, see my advice is below.

Go and take a break. Week, two, how much you will need. It´s summer, go on trip or something. If you will miss the Disco, return. If not, find some other place where you will have fun. Simple as that. Telling us all how poor we are at RP because it doesn´t meet your standards is no way to go. Apart from fact that as some other people mentioned, there still is RP out there, despite sometimes it´s not easy to find it.
