Guard systems. Keeps things RP for the most part, you can't run and hide in an ooRP system. When we train in guard systems its a "simulation" and not real combat, so we decide to waive rules. Someone tries to get a sanction out of a bad training exercise, we all testify against the bastard and whoop! Sanction hammer goes the other way. Guard systems work fine.
In the event that enemy factions need to do training exercises, this is what dead systems are for. They're all over the place.
I was going to suggest re-doing Connecticut, by putting an enclosed box area for each House and major pirate faction (one for outcast and one for corsair too). Then, in each enclosed box area, put a JH to each major system in each house (New London, New Berlin, New Tokyo, etc..). BAM! No trader abuse, but also no need to create 5 new systems..
But I think sovereign's idea might be better, what do YOU think?:huh:
Question. Is it possible to make one-way jump-holes/jump-gates?
If so.
How about this?
Add a few more systems in some hotspots like... Theta (close to eta jumphole) for the corsairs and outcasts, One in Kusari, one is Bretonia, one in Rheinland, and one in Liberty. (hear it out)
Then get rid of the Connecticut/Newyork jump hole. Remove the bases in Connecticut, and have the one way jumpholes from all the systems to Connecticut. And have bases at the individual systems, for people to dock on.
This means that Connecticut is now accessible to everyone, without it being abused by traders as a shortcut.
Only downside is Connecticut itself might be a bit crowded, but atm it seems like its a bit underused anyway, and everytime you die, you have to make another jump into connecticut.

How about, in the meantime, creating a little 100 credit training liscence that can be carried in cargo. Should available at all major bases and in Connecticut for when you respawn.
This doesn't get rid of 45 min journey's with irritating NPC's but may help with the Player's who don't know why you are entering Liberty with that BC.
