It is your Tea House where our professors first encountered Blood Dragons, back then your closest allies, and developed understanding with them, which in years turned into a reliable friendship. Now small wings of Lane Hackers operate in Kusari using both your and Blood Dragon installations as their remote bases of operations, as per multiple past agreements and negotiations. It is very sad though that during last years we have worked even more with the Blood Dragons than the Golden Chrysanthemums due to numerous internal instabilities within the movement. Though, truth be told, time was not kind for the Shogunate as well.
As for the Orange Treaty I believe you have mistaken my intention. All I wanted to do was to prepare a ground for Sisterhood of Dreams to receive this opportunity. While Liberty Rogues are brutes and savages there are many ways to deal with them. I believe you have majorly two options. You may either escalate tensions which may lead to an open conflict or use your influence to coerce them into obedience. Joining the Orange Treaty, should it ever happen, could be an opportunity to do it - nothing more and nothing less.
As for the flow of Cardamine to Leiden this is exactly why we waited for a contact from our dearest Golden Chrysanthemums. Should you decide to provide us with a batch of 20 000 metric units of Cardamine we will subside it by 5000 SC per unit, amounting to 100 000 000 SC in total.
