Besides the brief encounters I have had with many of your personnel in the field, I don't believe I've had a formal introduction to you.
My name is Sapphire Raven, I lead a group who are dedicated to ceasing Nomadic hostilies, amongst other threats to society, namely the Outcast's and their Cardamine and the Corsairs and their Artifacts, and general technological preservation.
Getting to the point.
As of the recent, we've been working for the Bounty Board that IMG provides, and we were wondering. Since we've noticed how your Guild has been recently harassed in your IMG convoys and operations by the Maltese. It's also noted that it's primarily the ones known as the One-hundred and first Maltese Ghosts and the Commune who commit to these pestering attacks, notably cooperating with the Nomads as of the late.
My request:
We can pester the Maltese right back at them, disrupt their Cardamine trade, and strike their vessels back. Which should hopefully make them turn their attention around and make them think twice. As such, perhaps we could work something together to cease and harass the Outcasts operations and flow of trade through-out the Sirius Sector?
I appreciate the courtesy of a formal introduction. The Guild has made contact with your agents in battle before and the last hard fight was decided by the intervention of your battlegroup. I know that, the Guildmasters know that and we appreciate it with fair payment.
You are, however, asking for a lot, especially in the eyes of the policymakers that always have to weigh consequences of wide-reaching actions.
I am at liberty to send you this restricted offer:
> The Guild grants permission to your group to hunt Outcast fighting ships wherever you find them.
> The definition of "fighting ships" excludes any form of transports.
> Transports can only be interdicted inside the normal bounty zones and rules.
> Cardamine and slave cargos can also only be interdicted inside the normal bounty zones and rules.
I assume you have questions why we exclude transports that are caught in e.g. Alpha from the hunt: we have to assume that the chance of the slaves to be rescued alive is slim. Long travel distances to the next civilized station, difficult survivability for rescue operation vesseld and generally hostile circumstances will increase mortality unnecessarily. For Cardamine shipments, we prefer hits in the Taus to ensure that the drifting material cannot be picked up by looters of Junkers and reintroduced into the markets by third parties. In the Taus, we are confident that this is much harder.
Therefore, hit anything that is a fighting force wherever you want. Restrict your hunt for transports and everything that is mainly designed to transport cargo to the normal bounty area.
Let me know what you think. After an agreement can be reached, the permission can be added to the boards.
Jack

//siriuswide bounties on transports/smugglers are not cool. Sorry.
You have a valuable point about the slave transporters, that is understandable, but concerning the Cardamine haulers, the substance can simply be destroyed on sight to disallow anyone from taking any specimen of the cargo, additionally, we have specialized equipment for taking care of any serious issues regarding disposal of the shipments if large quantities are to be disposed. But I can understand the limitation.
As it's within interest to 'get back at them' - destroying their offensive vessels suffices this goals. As such, we've come to the conclusion that those proposed terms are acceptable.
